We take a short look at the DHS.
The Department of Homeland security (DHS) was created by the Homeland Security Act of 2002. The first head was Tom Ridge.

The DHS then incorporated many other organizations, such as:
The US Customs Service,
US Coast Guard, which has 44 thousand active duty personnel, and operates over 240 vessels,
US Secret Service, which employees over 7,000 personnel and has a budget of over 2 billion dollars,
The Immigration and Naturalization Service,
The National Communications System,
Transportation and Security administration, which employees over 54 thousand people,
And sixteen other agencies.

The FY 2020 budget for the DHS was over 51 billion dollars, and in total it employees about 290 thousand people.
The headquarters for the DHS is the Saint Elizabeth’s campus in Washington DC.

Customs and Border Protection, the CBP, reserves the right to open any and all mail.
All mail originating outside the United States Customs territory that is to be delivered inside the U.S. Customs territory is subject to Customs examination," says the CBP Web site. That includes personal correspondence. "All mail means 'all mail,'" said John Mohan, a CBP spokesman, reference below.

Secret service agents have dual duties.
The secret service is responsible for protection of presidents, former presidents, candidate, visiting dignitaries, and the families of thereof. Also, the secret service has primary jurisdiction in credit card fraud, telecommunications fraud, computer fraud and other financial crimes. This also includes crypto currencies and wallets.

The TSA has required, since October 2021 that ever traveler has a READ ID compliant ID to fly. Names are cross linked against a ”No-Fly” list, which has over 121 thousand names at the time of writing. The Link to the No Fly List is referenced below, and gives a rating of “Aberrant Behavior Ranges”.

Information sharing between DHS organization is covered by the information and sharing agreements, which is the responsibility of the Under-secretary of Intelligence analysis (USIA).
The mechanism of information sharing is termed the DHS Information Sharing Environment (DHS-ISE). In accordance with the One DHS rule, components share information as one department rather than as separate entities. The ONE-DHS policy replaced the “Need to know” with the “Responsibility to Share”.
A reference to an example Information sharing agreement is given in the references, Where it mentions that: “Information sharing is a core DHS mission”. The HRS Information sharing law:
“Requires the Under Secretary to: (1) access, receive, and analyze law enforcement and intelligence information from Federal, State, and local agencies and the private sector to identify the nature, scope, and identity of terrorist threats to the United States, as well as potential U.S. vulnerabilities;”

The addition of a dis-information directorate would allow the seamless sharing of information of
“dis-informers” activities and enforcement of actions against them.
A cursory examination of the DHS indicates that it has its own ENFORCEMENT service in several key areas: electronic funds transfer, personnel and property transfer, and ingress/egress from the county.
Whether they are terrorists, dis-informers or non-compliant with political authority, the DHS exists to enforce submission to the DHS in its realm.

Prediction Daleks suggests that an “Internal Passport” would be issued to “High-Risk” individuals, such as those with a criminal record, or those who want a TSA Pre-Check for “Extra-Security”. It could rate each individual’s safety credentials.
It could also be used as a background check system for those who move around a lot and have many temporary jobs. It would be like a credit score, a social credit score!
