What is the everlasting covenant of Isaiah 24:5?

Isaiah 24 is a lamentation on the fate of Israel, which isn't uncommon in the scriptures. However, verse 5 of this chapter mentions an everlasting covenant, which is interesting. What is this covenant? Is it of any importance to us Christians?
