Does God tempt people?

The Bible seems to speak a lot about temptation. We can't tempt him, according to Deuteronomy 6:16, and he doesn't tempt us, according to James 1:13... or does he? That's what Matthew 6:13 seems to imply.

What is going on? Does God tempt us or not? It's time to get to the bottom of this mystery.
