This video was shot just days before Taiwan went under Covid-19 Level 3 restrictions, which requires masks to be worn outdoors at all times.

Ordinarily Phoenix wears a mask everywhere we go. When this video was shot, she was in the park exercising at a considerable distance from everyone else except her parents.
