Who’s fault is it? Or is it just racing? INEX Legend Series Hermiston Raceway

This is a video played in slow motion to show a racing incident that happened May 30, 2021 Hermiston Raceway, Oregon. This incident is between Garrett Poynor number 17 and number 22 Jason Payne. What happened was number 54 legend got on the inside and passed the number 22 who is on the high side well going into turn one Garrett Poynor followed the number 54 car under Jason. They raced side-by-side for a total of three seconds in real time. Garrett was on the low side and up to about mid hood of Jason‘s car. They made contact in the center of the corner. The initiation of the pass started right at the green light going into turn one. Garrett appeared to not have any more room below him. The two made contact which ended the number 22s night.
