Tokelau is dependent territory of New Zealand. With no reported cases in their small, Pacific island nation how do the local leaders - and NZ Govt wuth direct oversight - how do they explain or justify this breach of human rights?

For up to 9 months these families have been kept in the homes. Even now, when many countries are relaxing mandates and controls, in Tokelau there seems to be no end in sight.
