EU states bickering over whether or not to ban Russia imports

Even though there seemed to be an agreement over banning the import of Russian goods, it would seem that not all the EU member states are in agreement over that. Ukraine considers them 'complicit' in Russian 'war crimes'. Could this division lead to a potential breakup of NATO?
