Fires break out across Russia. Sabotage...or lapse in safety protocols?

Fire have broken out across Russia over the past few months. They've been at military facilities, industrial plants, and food processing plants. Similar to the fires that broke out at food processing plants in the US. Obviously, the question comes up of whether or not they're sabotages. Another view would be of a lapse in safety protocols or lone actors who happen to be pro-Ukraine or anti-Russia. Whichever way you look, it does us no good to just start pointing fingers randomly without evidence.
