That Means That They Don't Want Anybody Living Out In The Boonies, They Don't Want Anyone Owning A Couple Of Acres Of Land And Water Supply Who Can Grow Their Food. The Farmers Are A Threat To This Collective Society. They Won't Need To Go To The Politicians And Say "Please Feed Me, Please Provide Me With Shelter, Please Help Me."
