As soon as the news that Twitter is being sold to Elon Musk came out, several human rights groups raised concerns about hate speech.
Elon Musk considers himself a "free speech absolutist," while the Human Rights Watch statement said "freedom of expression is not an absolute right."
Amnesty International is worried about moderation, aka censorship of hate speech.
All of the groups expressing these concerns have forgotten that free speech is the foundational bedrock of all freedoms. Hate speech, misinformation, disinformation, and blatant lies are all protected free speech.
Personally, I hope the new community guidelines say something to the effect of speak your mind; just don't break the law.
You should be able to say anything you want but remember you might just look stupid when you do.
