UTI Troubles?

Service call to UTI where the panel was found in trouble and disabled on many zones; reportedly for months by engineering staff.
Building Engineered indicated this was due to damages sustained without being repaired.
The service company and personnel under contract for the facility did not have the
Knowledge, expertise, or factory support to work on the system;
unauthorized by System Manufacture
