Winslow Police Officer Austin Shipley Shooting of Loreal Tsingine Bodycam Footage

Body cam footage released by the Winslow Police Department showing Officer Austin Shipley shooting Loreal Tsingine, a 27 year old Navajo woman, after cops responded to a report of shoplifting.

Reportedly, the accusation was that she had stolen a case of beer. However, she's clearly not carrying an entire case of beer (or visibly any at all) at any point on the video.

The shooting was ruled justified because Tsingine had a small pair of scissors in her hand at the time, although she never raised the scissors. Also, as can be seen in the video another policeman is walking behind her at the time. Reportedly, the unreleased portion of the video shows him having to dive out of the way as Shipley fires five shots at Tsingine.

Shipley also has an extensive history (in just three years as a cop) of excessive force complaints including one incident in which another officer said he was dishonest in his police report regarding the circumstances involved. http://nativenewsonline.net/currents/...

On Jully 22nd (2016) it was announced by the Maricopa County prosecutor that no charges would be filed against Shipley as a result of the shooting.
