Veterans want Congress to act on benefits for exposure to burn pits

It's a battle that's been waged for years on burn pits and the fight by veterans to get sufficient coverage for being exposed to them while serving in Iraq or Afghanistan. Many are upset that congress isn't acting more quickly to provide benefits and health coverage. What is the hold-up to provide benefits and what are the concerns over burn pits.
