Normal? By whos standard?

This panel was changed out due to a CPU failure and failure to report alarm, trouble or Supervisory Events.
The Monitoring company failed to respond or inform the owner/Rep. of the failed communications for several months. The system was installed for a Daycare with 30+ k-1st grade age children. The owner called us because they could not get the Sticker-ed company to respond.
