Victorian mandate rules don't make sense

Victoria Australia have removed mandates for the unvaccinated. Unvaccinated are now able to enjoy more freedoms but stop at the freedom to work. Vaccination of the double jabbed have now waned off but are still allowed to work while the unvaccinated are still not allowed to work in the state of Victoria. Victoria is the only state in Australia with such mandate.
