Wladimir Klitschko and the Mayor of Kiev, Vitaly Klitschko, are known for not making any sense whatsoever when they articulate their thoughts. There is even a joke - "Never take a Klitschko prisoner, they can't say anything!"

When the US officials were installing the Ukrainian puppet government in 2014/15, they kindly referred to Klitschko as a complicated electron.
