Russian Humanitarian Aid in the Ukraine April 12th

Here is a MoD video showing delivery of foods and medicine. Before the war the Ukrainian GDP/capita was $3,700. It hasn't grown since 2008, it even went down to $2000 in 2009.

Per Capita means average. These are mostly older rural people. Surely they live on less than the average, maybe $5 a day?
