This seemingly tranquil stretch of the Rio Grande is, in reality, controlled by cartels who use it for illicit activities. We went to a water treatment facility nestled on the river’s edge in Hidalgo, Texas to speak with local stakeholders on how they’ve been impacted by the surging illegal immigration and the increase in organized crime accompanying it.
