VEGAS PRO 19 - Vegas Effects Not Connected !

Vegas Pro 19 part of the 365 subscription model; After new installation, I was unable to see the option 'edit in Vegas Effects' when right clicking on a clip in the timeline. This was due to a missing config file in the Vegas root directory.
