When the Americans needed Pakistan’s support in driving out the Soviets from Afghanistan, they quietly looked away to allow Islamabad to put the finishing touches to a nuclear bomb. Some 40 years later, the same powers are at loggerheads, this time in Ukraine whose President announced a few months ago his interest in developing nuclear weapons.
