What is the cost of launching a Russian rocket? In a 2018 article about the Russian space agency's rocket launch pricing, German news agency DW sneered, "Roscosmos isn't known for being transparent about its costs." Nonetheless, in 2015, a groundbreaking agreement between satellite operator OneWeb, Airbus (EADSY 5.03 percent ) subsidiary Arianespace, and rocket manufacturer Roscosmos shed some light on the Russian space agency's pricing.
OneWeb hired Roscosmos to supply 21 Soyuz rockets to put up to 700 communications satellites in orbit for $1 billion in a contract Roscosmos called "the largest in the history of the provision of launch services." (Each Soyuz rocket costs about $47.6 million.) The companies also discussed launching an additional three to eleven satellites on three to eleven Roscosmos Proton rockets for $300 million to $800 million (roughly $72.7 million to $100 million per rocket).
Add everything up. Roscosmos queued up for 32 launches for OneWeb, which is more rockets than SpaceX launched in the entire year of 2021. Roscosmos was expected to become one of the world's most important launch providers as a result of this agreement with OneWeb. Furthermore, at the prices being discussed, Roscosmos would become, arguably, the only rocket-launch provider with prices competitive with SpaceX. That would have been a huge win for Roscosmos, a company that is paranoid about SpaceX and its low prices.
Instead, Roscosmos has opted out of the international launch market, leaving SpaceX with a windfall.

The Russian war on Ukraine, which began last month, has resulted in a humanitarian disaster and has tarnished Russia's international reputation. It could also spell the end of Russia's space programme.
The British government (which, along with India's Bharti Enterprises Ltd., owns a sizable stake in OneWeb, according to data from S&P Global Market Intelligence) was given an ultimatum by Roscosmos chief Dmitry Rogozin on March 2, barely a week into the conflict. As they prepared for their 14th launch on March 5, Roscosmos and Arianespace had already launched 13 sets of satellites for OneWeb, bringing the constellation to 66 percent completion. But, according to Rogozin, the UK must first divest its stake in OneWeb and guarantee that the company's satellites will not be used for military purposes, or Russia will refuse to launch the next batch of satellites.
The United Kingdom had two days to respond, according to Rogozin. OneWeb announced the suspension of its collaboration with Roscosmos just one day later.
In a statement issued through the TASS news agency, Rogozin stated three things, number 1, the launch had already been paid for, number 2, the launch would not be completed, and number 3 Roscosmos would keep the money and the satellites!In effect, Roscosmos has broken a contract, compounded by the misappropriation of OneWeb's funds.
