Russia Explains What Ukraine Has Been Doing to Donetsk and Lugansk in Donbas

Ukraine has not abided by the Minsk Agreements which are “the only framework endorsed by this Council, in resolution 2202 (2015), for a negotiated, peaceful settlement of the conflict in eastern Ukraine,” according to Rosemary DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs. The Russian Ambassador to the UN explains Russia's recognition of the People’s Republics of Donetsk and Lugansk which are in the Donbas region of Ukraine.

Permanent Representative Vassily Nebenzia at UNSC says "at this point, it is crucial to focus on how we can avoid a war and make Ukraine ceasefire and provocations against Donetsk and Lugansk."
In the press, Donbas is also spelled Donbass and Lugansk is also spelled Luhansk
