Julian Paul Assange is an Australian editor, publisher, and activist who founded WikiLeaks in 2006. WikiLeaks came to international attention in 2010 when it published a series of leaks provided by U.S. Army intelligence analyst Chelsea Manning. These leaks included the Baghdad airstrike Collateral Murder video (April 2010), the Afghanistan war logs (July 2010), the Iraq war logs (October 2010), and Cablegate (November 2010). After the 2010 leaks, the United States government launched a criminal investigation into WikiLeaks. In November 2010, Sweden issued an international arrest warrant for Assange over allegations of sexual misconduct. Assange said the allegations were a pretext for his extradition from Sweden to the United States over his role in the publication of secret American documents. After failing in his battle against extradition to Sweden, he breached bail and took refuge in the Embassy of Ecuador in London in June 2012. He was granted asylum by Ecuador in August 2012 on the grounds of political persecution, with the presumption that if he were extradited to Sweden, he would be eventually extradited to the US. Swedish prosecutors dropped their investigation in 2019, saying their evidence had "weakened considerably due to the long period of time that has elapsed since the events in question." During the 2016 U.S. election campaign, WikiLeaks published confidential Democratic Party emails, showing that the party's national committee favoured Hillary Clinton over her rival Bernie Sanders in the primaries. In 2018, Special Counsel Robert Mueller charged twelve Russian intelligence officers with computer hacking and working with WikiLeaks and other organizations to disseminate the material. However, Assange said that the Russian government was not the source of the documents. On 11 April 2019, Assange's asylum was withdrawn following a series of disputes with the Ecuadorian authorities.

Former US intelligence contractor and fugitive whistleblower Edward Snowden has been granted permanent residency in Russia, his lawyer said on Thursday. Snowden revealed in 2013 that the US government was spying on its citizens, has been living in exile in Russia since the revelations. His lawyer Anatoly Kucherena said on Thursday that his residency permit was extended and is now indefinite, a situation made possible by recent changes to Russia's immigration law. Kucherena said the application was filed in April but the process was delayed by the coronavirus pandemic. Snowden is wanted in the United States on espionage charges after he leaked information showing that agents from the National Security Agency (NSA) were collecting telephone records of millions of US citizens. Earlier this year, US President Donald Trump said he would "take a look" at pardoning Snowden but has not made further comment on the matter. A 2015 petition calling on then-president Barack Obama to pardon the whistleblower and privacy advocate was rejected by the White House.

Because the U.S. government does not have a qualified and capable agency to take the lead on rebuilding countries. For example, the Department of State is supposed to lead reconstruction efforts, SIGAR wrote, but it does not have the resources to lead and own the Afghanistan effort. The Department of Defense, meanwhile, is awash in resources to execute strategies, “but not for large-scale reconstruction missions with significant economic and governance components."
