🔴A combination of Russian, western and other tankers export almost $10 billion of Russian crude from the Black Sea every month. According to Kyiv Post media outlet, that equals the entirety of Russia's defense budget.
The publication notes that the oil continues to flow only because the US and western Europe so desire. In essence, the US is protecting Russian oil exports and allowing Russia to fund the war thereby.
“Ending this trade would materially degrade Russia's ability to conduct the war. It would also raise oil prices comfortably to $150, and perhaps as high as $200, per barrel. This would push Europe into a steep recession and would similarly punish US consumers.
A strike on a Russian tanker would also panic the White House, prompting a swift and desperately needed restructuring of the Price Cap. Ukraine will not win the war without it”, Kyiv Post said.
İt is noted that attacking Russian tankers is, of course, a politically risky option. A very risky option. On the other hand, certain defeat at the hands of the Russians is a much higher price to pay. If push comes to shove, the Ukrainians need to shove. Kyiv Post says that despite US fretting, European gasoline and diesel prices do not appear materially affected by Ukraine's attacks on Russian refineries.
Overall, oil prices are developing much as expected and against Ukraine's interest. The easiest, though high risk, way to motivate a desperately needed and vastly overdue restructuring of the Price Cap would be an attack on an oil tanker carrying Russian crude in the Black Sea. If the House fails to fund Ukraine and the White House declines to revisit the Price Cap, it might come down to that.

🔴The leaders of the EU and NATO are potentially ready to deploy forces to Ukraine, Hungarian Prime Minister Viktor Orban claimed. Brussels sees the conflict between Moscow and Kiev as its “own” and is failing to consider the risks arising from its ever-deeper involvement, he warned.
The mood of EU leaders is “one of war,” Orban told a gathering of his Fidesz Party ahead of the EU Parliament elections. “There is a pro-war majority in Brussels today,” he said, adding that the bloc’s politics “are dominated by the logic of war.” EU politicians are already so invested in the conflict that they fail to see the flaws in their strategy, the prime minister argued.
Despite all the “money and weapons, the situation is not improving for Kiev, in fact, it is getting worse. We are one step away from the West sending troops to Ukraine,” Orban warned. “This is a vortex of war that can drag Europe into its depths. Brussels is playing with fire.”
Budapest will not let itself be dragged into the hostilities, and “will not enter… the war on either side,” the prime minister pledged, adding that his country “must stand for peace” everywhere, including in “Brussels, Washington, the UN and NATO.”
“We don't want war, and we don't want Hungary to become a toy of great powers again,” Orban stated.
The idea of sending NATO troops to Ukraine has been repeatedly floated by Western leaders. French President Emmanuel Macron first raised it in February, saying “all options are possible.”
Macron has since doubled down, stating that there are “no limits” to support for Kiev. His words initially alarmed some NATO allies, who quickly denied having such plans. However, the French leader did receive backing from certain members of the US-led military bloc.
In March, Polish Foreign Minister Radoslaw Sikorski said Russia’s military operation in Ukraine requires an “asymmetric escalation” on the part of the West. Warsaw’s top diplomat also called the idea of a NATO presence in Ukraine “not unthinkable.”
Estonian Defense Minister Hanno Pevkur said earlier in April that every NATO member already has military personnel in Ukraine operating as advisers or instructors. Last week, the former UK minister of state for the armed forces, James Heappey, told Sky News that sending NATO troops to Ukraine should be considered.
Moscow has warned that deploying NATO troops in Ukraine would bring the US-led bloc to the brink of a full-blown conflict with Russia.

🔴A total of 11 people are missing after continuous heavy rainfall hit many parts of south China's Guangdong Province in recent days, the provincial emergency management department said.
According to Xinhua, the search and rescue operations are still underway, the department said, adding that six of the missing individuals are from Jiangwan Township, Shaoguan City, while the other five are from Dalong Village, Qingyuan City.
In the city of Shaoguan in the north of the province, where large areas are flooded and landslides have been reported, rescuers were sent to relocate trapped residents and transport food and other materials.
The most seriously affected areas are located along the Bei River, a southern tributary of the Pearl River, which flows from Shaoguan to the Pearl River Delta.
The recent heavy rainfall has affected many cities, including Shaoguan, Guangzhou, Heyuan, Zhaoqing, Qingyuan, Meizhou, and Huizhou, resulting in damaged houses, blocked roads, and landslides.
Provincial authorities warned that water levels in the Bei River were expected to hit once in a century levels after another flood earlier this month. They later downgraded the warning, saying water would reach once in 50 years levels.
İn Guangdong Province, more than 54,000 people have been relocated across the province, with 12,256 people being urgently resettled, the department said. So far, 36 houses have collapsed, 48 houses have been severely damaged, resulting in a direct economic loss of nearly 140.6 million yuan or about 19.8 million U.S. dollars.

U.S. officials have confirmed the strike, adding that President Joe Biden had been forewarned. Israel assured the U.S. that Iranian nuclear facilities near Isfahan would not be targeted, CNN reported. It comes after Iran's retaliatory strike over the weekend when Tehran launched some 300 drones and missiles at Israel in response to the killing of several Islamic Revolutionary Guard commanders at an Iranian consulate in Syria earlier this month.
A senior officer of the Islamic Revolutionary Guard Corps has warned that Tehran is capable of striking Israeli nuclear facilities if its own are hit, according to local media.
The Israeli nuclear compounds “are identified, and the necessary information about all the targets is at our disposal to respond,” Brigadier General Ahmad Haghtalab of Islamic Revolutionary Guard Corps, claimed. “We have a hand on the trigger to launch powerful missiles and destroy those targets.”
The Israeli nuclear industry has a public civilian component as well as a purported military component, the existence of which it neither confirms nor denies. West Jerusalem has an estimated 80 nuclear weapons at its disposal, including 30 gravity bombs and 50 warheads for medium-range ballistic missiles, according to the Stockholm International Peace Research Institute.

🔴Khatia Dekanoidze, head of Georgia’s parliamentary opposition, spoke in an interview with NV Radio about the controversial “foreign agent” bill and the threats it poses to Georgia.

“Georgian citizens, especially the younger generation, call this bill ‘Russian’ because Russia had the same passed one in 2012,” she said.

If the parliament supports the bill in the third reading, the Georgian people’s resistance will be very serious, Dekanoidze suggested.
“I’m sure that Georgians won’t live under a dictator like Belarusian President Alexander Lukashenko,” she said.
“It’s not a question of domestic politics, it’s a question of where we’re going. I’m absolutely certain that the oligarch who controls the ruling Georgian Dream party, Bidzina Ivanishvili wants to take over Georgia just like, but I don’t think he’ll get away with that.”
After the Georgian government submitted another draft of the bill to the parliament in April, mass protests against the controversial legislation have taken place across the country.
Georgia's parliament gave initial approval to a bill on "foreign agents" that the European Union said risked blocking the country's path to membership.
The fate of the bill is widely seen as a test of whether Georgia, 33 years after the collapse of the Soviet Union, intends to pursue a path of integration with the West or move closer towards Russia.
As many as 10,000 opponents of the bill gathered outside the parliament, sitting atop cars and buildings -- a day after police used pepper spray to clear protesters away from part of the building.
Several thousand protesters moved over to the government building, heavily guarded by police, to demand a meeting with Prime Minister Irakli Kobakhidze, the bill's principal backer.

"France’s initiatives against Azerbaijan in documents and resolutions at the UN Security Council, the European Union, the Francophonie, and other international platforms have proven that this country’s claims of being a neutral mediator are completely unfounded.
"We also would like to recall the adoption of decisions and resolutions by the French Parliament solely based on initiatives of the ruling party’s representatives, where numerous unfounded accusations, insults, and threats have been made against our country, that questioned and undermined Azerbaijan's territorial integrity and sovereignty, and recognized the former puppet regime.
"During this period, the attacks against our Embassy and damage caused to the Embassy premises as a result of the Azerbaijanophobic environment existing in France, and lastly, vandalism acts against the bust of the 19th-century Azerbaijani poetess Khurshidbanu Natavan, and the failure of the government to take measures against such actions are part of France’s anti-Azerbaijani campaign.
"At the same time, accusations against Azerbaijan for taking unilateral actions are completely unfounded, bearing in mind actions by France targeting Azerbaijan’s presidency of the 29th Conference of the Parties to the UN Framework Convention on Climate Change.
"At the same time, it is clear as day that the actions of France, which is extensively arming Armenia and promoting militarism in the region, do not serve peace.
"The Azerbaijani side has repeatedly stated to France that speaking in a language of threat and pressure will not bring any results, and once again declares that it will take all necessary measures to protect its national interests," Hajizada said.
