Arkansas State Police have released dash camera footage from a Jul. 27 traffic stop that ended in an officer-involved shooting.
On Wednesday, Benton County Prosecutor Joshua Robinson ruled that ASP Trooper Alexandria Duncan's use of deadly force in the shooting was consistent with Arkansas law.
Police say that at 7:43 p.m., Duncan attempted to perform a traffic stop on 26-year-old Angel Zapet-Alvarado after he passed her on Interstate 49 traveling at 114 miles-per-hour.
In a release, police say that Zapet-Alvarado initially showed no signs of stopping, even after Duncan activated her emergency lights and sirens behind him.
After Zapet-Alvarado stopped his vehicle on the right shoulder, police say that Duncan observed him with his hand on the gearshift and stopped him from driving by taking his keys.
The release says that when Zapet-Alvarado ignored commands to exit the vehicle and resisted Duncan's attempts to remove him, she tased him.
Police say that Zapet-Alvarado wrestled Duncan's taser from her hands and threw it into oncoming traffic. ASP also say that he kicked her head multiple times.
ASP says 31-year-old Kylie Sutton witnessed the altercation and attempted to assist Duncan.
Duncan then unholstered her weapon and fired one round at Zapet-Alvarado, wounding his right temple.
Police say that Zapet-Alvarado continued to resist arrest after being shot.
Zapet-Alvarado was then transported to Mercy Hospital, Northwest Arkansas, where he was treated and turned over to law enforcement.
Police say that toxicology reports indicated that his blood-alcohol content was .16, twice the legal limit, and that cannabinoids were present.
He is currently being held in the Benton County Sheriff's Office Detention Center.
Duncan was also treated for non-life-threatening injuries she sustained during the incident.

A West Michigan man is extremely thankful two Kentwood Police Officers came to his rescue late Monday night after his power chair died on the side of the road.
Dominic Russell was on his way home on his power chair late Monday night when it started to die near 44th and Breton in Kentwood.
Not confident he could make it across the intersection, he became stranded on the side of the road.
After more than an hour, he decided to call 911. Just about 10 minutes later, Russell said two Kentwood Police Officers came to his rescue.
After brainstorming how to get him home, Officers Joseff and Mendez decided to physically push Russell to his destination.
Together, the officers took turns pushing him in his power chair to his home.

Columbus police released body camera footage showing officers fatally shooting 34-year-old Lamine Mahmoudi in the University District early Tuesday morning.
In the video, Mahmoudi is seen approaching multiple police officers in an alley off of Chittenden Avenue behind a police substation. The officers tell Mahmoudi several times to drop two-edged weapons he was holding in each hand.
The officers told Mahmoudi that they wanted to help him and that they didn't want to shoot him. Mahmoudi kept walking towards police and did not appear to speak or respond to them.
Once he stepped over a concrete parking block, the officers fired several shots, killing him.
Police recovered the two weapons from his body. One appeared to be a meat cleaver, the other appeared to be a large kitchen knife.
The shooting happened after officers made multiple visits to a house on Chittenden Avenue on Monday night. Police also released body camera footage of those encounters.
Police brought in the Mobile Crisis Response Unit, which pairs Columbus Public Health clinicians and trained officers to assess and de-escalate mental health and crisis situations. Police say during the other two encounters, Mahmoudi refused to communicate with the officers or social worker.
Mahmoudi was pronounced dead at 1:36 a.m Tuesday morning.

A Colorado State Patrol corporal was likely a “target of opportunity” when he was ambushed and shot while parked along U.S. 36 near Westminster earlier this month, agency officials said Monday.
State patrol leaders released body-worn camera footage of the moments before and after Cpl. Tye Simcox was shot while parked between two concrete barriers in the highway’s center median and doing paperwork on Sept. 7.
Investigators still do not know why Victor Anthony De Santiago, 32, slowed down and began shooting at Simcox from his truck, agency chief Col. Matthew Packard said at a news conference.
“If pressed today, I would tell you that I believe, based on current information, that Cpl. Simcox was a target of opportunity,” Packard said. “I think the shooter saw a patrol car and that’s the one he decided to take shots at.”
Simcox was shot in the right forearm and quickly left his patrol vehicle, grabbed a rifle from the front seat and returned fire, fatally shooting De Santiago, the footage shows.
The corporal was taken to Denver Health by a responding trooper and is expected to make a full recovery.
“I am extremely blessed to be alive and am very thankful for everyone’s support and prayers,” Simcox said in a statement release by the state patrol Monday.
De Santiago, a Thornton resident with an extensive criminal history in Colorado and California, had previous gang ties, Packard said. None of those ties were to international gangs, he added.
Packard declined to name the gang De Santiago was linked to, and added it was not clear whether he was part of a gang at the time of the shooting.
“The state patrol is very much invested in understanding why this occurred,” Packard said. “We need to make sure we understand if Cpl. Simcox has a specific threat against him or members of this organization.”
Available body-worn camera footage of the shooting is limited because Simcox’s camera fell to the ground during the incident and the front-facing dashboard camera in his vehicle was damaged seconds after the shooting started, Packard said.
The footage shows a bystander who stopped to help Simcox shortly after the shooting began and appeared to help him tighten a tourniquet on his arm.
The first officer on scene was a trooper who Simcox trained, Packard said, and the pair approached and handcuffed De Santiago, who lay motionless on the ground next to his truck.
An off-duty police officer also stopped at the scene and approached De Santiago with his gun drawn, the footage shows.
Westminster police arrived at the scene seconds after the trooper handcuffed De Santiago and as he was checking Simcox for other injuries, according to the footage.
No Colorado State Patrol troopers provided medical aid to De Santiago after the shooting, but Westminster police did, Packard said.
De Santiago was pronounced dead at the scene.

Once he was detained, the juvenile repeatedly tells deputies he did not have a gun and that he wasn't doing anything wrong. However, deputies eventually reveal to him that they did find a gun with his DNA on it nearby.
A report from the Mahoning County Sheriff's Office says the incident began when the 17-year-old in a ski mask flashed a gun at another teen who was walking to the grandstands for a concert.
Deputies say the 17-year-old suspect told the victim to "watch his back" and mentioned him talking about his dead cousin.
The victim's girlfriend told deputies that the 17-year-old suspect had showed up to her house with a gun in the past, threatening to kill her and her family.
Deputies say the gun was found underneath a storage truck shortly after the juvenile was detained.

Newly released, deputy-worn body camera footage shows the end of the traffic stop in which Ryan Wesley Routh, the man who the FBI said planned to assassinate former President Donald Trump at his South Florida golf club, was arrested Sunday.
The stop happened around 2:15 p.m. on Interstate-95, after Routh was shot at by a U.S. Secret Service agent at Trump International Golf Club in West Palm Beach — as the agent spotted the barrel of an AK-47-style rifle sticking out of the bushes.
A witness reported seeing Routh flee the scene in a black Nissan SUV, according to the FBI complaint against the 58-year-old man who lives in Hawaii.
Martin County Sheriff’s deputies said the license plate attached to the Nissan belonged to a 2012 white Ford truck that had been reported stolen, according to the FBI report.
In the 35-second body camera clip released by the sheriff’s office, multiple deputies have Routh’s vehicle stopped on the side of the highway with their guns pointed at him. One deputy has a K-9 dog with him.
One of the deputies yells, “Driver, take two steps to your right!” Then, “Driver, walk straight back! Keep moving!”
Deputies then cuffed Routh, whose salmon-colored T-shirt was draped over his head like a hood.

A body-worn camera captured the dramatic rescue of a woman trapped under a fallen tree as Hurricane Francine swept through Donaldsonville about 8 p.m. Sept. 11.
The Ascension Parish Sheriff's Office shared the video, which showed multiple deputies and first responders from the Donaldsonville Fire Department working for about 40 minutes with chain saws and jacks near the intersection of Elizabeth and First streets in the city.
According to the APSO post, the woman was transported to an area hospital with non-fatal injuries.
Captain Jeff Griffin and Lt. Jason Kling initially responded to the scene along with emergency medical personnel and city firefighters, per the post. They were followed by Sgt. Megan Delaune, Sgt. Jamie Wolfe, Lt. Kelly Brown, Dy. Ahmed and Dy. Laura Mueller, who has served as a volunteer firefighter.
According to the APSO report, the woman was distressed by the situation and deputies guided her through breathing exercises to calm her.

A group of community activists are calling for action over what they say was an unlawful arrest in Hillsborough County, but the Hillsborough County Sheriff's Office (HCSO) is painting a different picture with the release of the full one-hour body camera video of the incident.
It started with a traffic stop on August 29 for Pastor Carl Soto, Co-Founder of Black Lives Matter Restoration, Inc.
“I'm going to give you about .2 seconds to explain to me what you pulled me over for because I have not committed any traffic violations,” said Soto in body camera video provided by the Sheriff’s Office.
“The tag. You can't have that design,” the deputy replied.
A criminal report affidavit said the deputy saw the car with a Florida joker tag, which it states isn't an approved tag and violates Florida statute.
The body camera video shows the deputy repeatedly asking for Soto's license and later pull out a taser.
The deputy can be seen in the video directing Soto to get out of the car, and later after being handcuffed, Soto tells the deputy he recently had surgery. The footage shows the deputy place Soto under arrest.
"You're on my back, and I just had surgery," said Soto during the incident.
Soto was charged with resisting an officer without violence.
"He pulls me over in the middle of Hillsborough, walks up to my vehicle with his hand clenched around his weapon,” Soto said during a press conference on Friday.
Community activists demanded his charge to be dropped and action to be taken against the deputy.
Soto was asked during that press conference why he didn't hand over his license.
“When he approached me, he was being aggressive. I did not feel safe,” said Soto. “I didn’t feel safe doing absolutely anything with him. He made it known, and he made it very clear that he was there to intimidate me. I wanted to get a higher up there to potentially deescalate the situation because I knew that the reason for the stop was unlawful in the first place.”
“This was a lawful traffic stop, and there is one thing that Mr. Soto and the Hillsborough County Sheriff's office agree on: it's that this could have simply been resolved with a warning or a civil traffic ticket,” said Sheriff’s Office spokesperson Amanda Granit.
The Sheriff's Office said despite multiple commands, Soto repeatedly refused to comply with the deputy's instructions, saying at no point was a firearm displayed and at no point was the taser deployed.
HCSO said a supervisor reviewed the footage and didn't find any policy violations.

A new body-cam video shows Mesa police officers working together to save a driver from a burning vehicle last month.
The crash happened on the afternoon of Aug. 9. A caller can be heard telling a 911 operator, “We need help! We need help!”
The 911 operator then asks for the address. “There’s a wreck. Car wreck, in front of our house. Car’s on fire! He’s trapped,” the caller says.
The video cuts to Mesa Police Officer Joost pulling up to the scene and running to the burning car. He soon sees an unconscious driver and uses a knife to cut the seatbelt.
Officer Stewart is also at the scene and uses a fire extinguisher to try to put out the fire. Mesa Police Officer Zilm breaks the back window to release smoke from the car.
Officer Stewart then goes back into the car and pulls the man out with help from Mesa Fire and Medical. The officers and firefighters carry the man from the vehicle and lay him down on the ground, where Officer Donovan gives him Narcan.
The man was taken to the hospital in stable condition.

A man was arrested after he allegedly stole a vehicle while armed and later led police on a chase Wednesday evening.
On July 31 around 5:31 p.m., Toledo police responded to a convenience store located at the 2000 block of W. Sylvania for reports of an aggravated robbery.
TPD says Michael Kahn, 23, walked up to a 76-year-old man while holding a gun, fired a shot into the air and stole the man’s car. Shortly after, police located the vehicle and Kahn led them on a chase before officers stopped him and took him into custody.
According to court records, a Lucas County Grand Jury indicted Kahn on Aug. 8 on charges of Aggravated Robbery, Failure to Comply, Heaving Weapons Under Disability and Improperly Handling Firearms in a Motor Vehicle. He’s pleaded not guilty to the charges. A judge set his bond at $100,000.

The Pine Bluff Police Department has released a video of what they are calling a "low speed golf cart pursuit."
The video, which was released on Thursday night, shows police officers chasing a golf cart through a parking lot and back out into the street.
Towards the end of the video, a man police identified as a hospital worker jumps into the back of the golf cart and manages to stop the vehicle.
"PS, we have another hero to highlight," Pine Bluff Police say in their post.
In an official report, police say they responded to calls reporting a stolen golf cart at the 1600 block of W. 40th St. just after 9 a.m. on Wednesday, Sep. 11.
Police say that the suspect, Zachary Hartley, stole the golf cart from the parking lot of the Jefferson Regional Medical Center. Hartley was followed by hospital employees.
In the report, police say that they located the cart traveling westbound on 28th Avenue near Hazel St.
After a short-lived pursuit, police say that a hospital worker who had been following the stolen cart jumped into the back of the vehicle and was able to stop Hartley by the cart off.
The pursuit ended at 28th and Holly St.
Police say that hospital security pulled Hartley from the vehicle and that he was later transported to a hospital to be treated for minor injuries sustained to his head during the chase.
After Hartley was treated, he was transported to the Dub Brassell Detention Center, where he was charged with felony theft of property and fleeing.
Police says that before the incident, Hartley had left the hospital after refusing treatment in the emergency room. Hospital staff reported that he had been tased by hospital security for aggressive behavior, including attempting to strike staff members.
Police also say that Hartley appeared to be under the influence of substances during the incident.

Two young boys saved from house fire by a pair of Vidor officers

A pair of Vidor Police officers are being credited with saving two children from a blazing house fire early Tuesday morning.
After the fire was reported at 1:49 a.m., two Vidor officers were the first to arrive at the fire, in the 900 block of Pin Oak St., according to Vidor Police Chief Rod Carroll.
Carroll referred to the officers as heroes and commended them for saving the lives of the two boys, who are 7 and 9-years-old.
When they arrived at the fire, they boys' mother told officers Michael Stephenson and Ashton Moss that her children were still in the front bedroom of the mobile home, which was "fully engulfed" with flames, according to Carroll.
Stephenson's bodycam video shows him running from his patrol car toward the mobile, which is engulfed in flames on one side.
"Is everybody out," he asks the mom, who is standing in front of the structure.
"No, there are two kids in there," she yells, pointing to a small front window near the porch.
"When I got there, I saw everything was just one big ball of fire. I saw him [Stephenson] try to open the window, so I just ran over to him," Moss said.
In the video, Stephenson then rushes to the window and begins struggling to remove an air conditioner, taking just 21 seconds before he manages to shove it into the darkened room.
"She told me it was screwed shut. I couldn't hear them. The fire was loud. It was right there. So we were just trying to get that open because that was our only way in," Stephenson said.
"Come on, our guys," he yells into the room.
Within seconds, illuminated by the orange glow of flames and the officer's flashlights, the 9-year-old and then the 7-year-old boy emerge from the window.
"Come on, come on," the officers can be heard telling the boys as they pull them to safety.
It takes a total of only 34 seconds for Stevenson, with the help of Moss, to get both boys out of the burning home.
Before leaving the window, both officers can be heard calling out "How many more, how many more."
"Luckily the kids were right there just inside the window, so we were able to pull them out and rush them out to the road," Moss said.
Once they are sure everyone is out, they run over to the boys and their mom next to a patrol car at the end of the driveway.
The officers begin asking the boys if they are ok and if they can breathe.
In the video, the shirtless 9-year-old walks up to Stephenson, "Thank you for saving me."
"I know I bumped your head, but you're all ok, right," Stevenson asks him as he rubs his head.
"Yes, sir. I don't care about that," the boy responds.
Less than a minute after the officers got the kids out of the burning home, the room was engulfed with flames that could be seen coming through the windows, Carroll said.
As the sirens of the approaching fire trucks wail in the distance, the officers put the boys into the patrol car before Stevenson's bodycam video capture the sound of his breath as walks away, catching his breath.
As a father of two, Stephenson says his instincts kicked in.
"As a parent, you just want what's best for your kids all the time. They were good once they got out to the road," he said.
"You definitely think about your kids in times like that, and you'd want to save them by any means necessary," said Moss.
Orange County ESD One firefighters arrived about two minutes after the officers got the kids out, according to a Facebook post from the fire department.
"We would like to thank the PD officers that saved these children, without their quick response and disregard for their own safety, these children may have perished in the blaze," the fire department said in the Facebook post.
Because the door to the bedroom the boys were in was closed, they were kept from being overcome by smoke, heat and toxic gasses during the fire, according to the fire department.
The two boys were taken by ambulance to Christus St. Elizabeth Hospital in Beaumont, where they were treated for smoke inhalation and then released.
While the family is safe, they lost everything in the fire. Vidor police are now trying to help raise money to help with basic needs.

Body cam video released in Seaside police 'excessive force' investigation

Seaside Police have released the body cam footage from a December 2023 investigation of excessive force involving teenager Eric Casas.
In a statement, Seaside Police Chief Nick Borges said.
“We understand that the community has many questions and concerns, and we believe that providing access to this footage is a critical step toward maintaining public trust.”
The incident occurred on December 12, 2023, when police officers were responding to reports of an armed man at Cutino Park before they came across two young cousins, Eric and Jose Casas.
Police proceeded to detain the cousins for questioning. However, the situation took a turn when 15-year-old Eric Casas brought out his phone to record, and one of the officers pressed his knee to the young boy’s neck.
Video of this interaction had already gone viral in 2023, but now the newly released body cam footage shows this incident from Officer John Crivello’s point of view.
Crivello quickly became the center of an internal investigation regarding these accusations of excessive force.

Irvine police killed a man after he stabbed his former client to death early Monday morning.
Detectives from the Irvine Police Department first learned about the killing when a caregiver found 38-year-old John Bash stabbed to death after a gold Honda minivan crashed into the garage of his Whistling Swan home.
After finding Bash's body, officers scoured the neighborhood for the driver of the minivan. Shortly later, they encountered 47-year-old Aaron Matthew Shindle at the intersection of Stonecreek South and West Yale Loop. Shindle, Bash's former caretaker, was a bloody knife in his hands when officers first started talking to him.
He then raised the knife and charged towards the officers, prompting them to open fire. Shindle later died at a local hospital.
The chaotic series of events shocked and saddened neighbor Marilyn Botzenhardt, especially after detectives said her neighbor was killed by his former caregiver.
"He was always really nice to us, and I'm just blown away," Botzenhardt said.
Neighbors said Bash was in a wheelchair after suffering an accident several years ago.
