Mr. Speaker, my friend from Oklahoma says that my colleagues and I who don't support Kevin McCarthy would plunge the house and the country into chaos. Chaos is Speaker McCarthy. Chaos is somebody who we cannot trust with their word. The one thing that the White House, House Democrats and many of us on the conservative side of the Republican caucus would argue is that the thing we have in common, Kevin McCarthy said something to all of us at one point or another that he didn't really mean, and never intended to live up to. I don't think voting against Kevin McCarthy is chaos. I think 33 trillion in debt is chaos. I think that facing a 2.2 trillion dollar annual deficit is chaos. I think that not passing single subject spending bills is chaos. I think the fact that we have been governed in this country since the mid-90s by continuing resolution and Omnibus is chaos. And the way to liberate ourselves from that is a series of reforms to this body that I would hope would outlast speaker Speaker McCarthy's time here, outlast my time here, and would outlast either of our majorities. Reforms that I have heard some of the most conservative members of this body fight for, and some of the reforms that we've been battling for, that I've even heard those in the Democratic caucus say would be worthy and helpful to the house, like open amendments, like understanding what the budget is. We have been out of compliance with budget laws for most of my life, most of many of your lives. And, by the way, if we did those things, if we had single subject bills, if we had an understanding on the top line, if we had open amendments, if we had trust and honesty and understanding, there would be times when my conservative colleagues and I would lose, might be a few times when we'd win, there'd be times that we would form partnerships that might otherwise not be really predictable in the American body politic, but the American people would see us legislating. These last few days we've suspended the momentum that we had established the week earlier, where we were bringing bills to the floor, voting on them, staying late at night, working hard. That's what the American people expect. It's something speaker McCarthy hasn't delivered, and that's why I've moved to vacate the chair. I reserve. Reporter: If you were to move forward. If there were to be any kind of agreement, what would that look like and what would you need to see from the Speaker at this moment? Rep. Matt Gaetz: I think the die is cast based on the motion I just filed. I think the time for that discussion would have been over the last several weeks, but instead we, we saw the speaker continuing, I mean, the speaker did not just fail to remediate the breach of the agreement he made with us in January, he accelerated the instances of preach. Like after I laid out the breach, he went violated the 72 hours rule. After I laid out the breach, he violated the hundred million no Amendment suspension rule. So he seems to be reverting to the very unfortunate muscle memory of Washington DC that has put our nation on top of 33 trillion dollar debt, that has led to two trillion dollar annual deficits in our near future, and the rapid global dedollarisation of the economy. You look at the BRICS system, you know, Brazil, Russia, India, China, South Africa, they're moving away from the dollar, and just in August they added six new countries, including G20 economies in the Western Hemisphere and Gulf monarchies. Moreover you've seen , you saw U.S. news say that the number one economic trend of 2023 is the dedollarization globally. This worries me. You all get all worked up that there's going to be some uncomfortable, chaotic moment that I'll feel pressure from conservatives or democrats or whomever. I feel the Judgment of History. I feel the weight of that. I'm worried that when the history books are written about this country going down, that my name is going to be on the board of directors here. And if this country is going down, and if we're losing the dollar, I am going down fighting. And I don't care if that means fighting Republicans, Democrats, the uniparty, the leadership, the PACs, the lobbyists. I've had it. I've been here seven years. We don't have a budget. We haven't had one since the mid-90s. I am through with it. I apologize for using that word, but the only path forward here is to have single subject spending bills that can be reviewed, amended, considered, and I think that is the responsible way that our legislatures all over this country operate for good reasons. ~ Rep. On Sept. 28, 2023, during House vote on amendments to fiscal year 2024 federal spending legislation for DHS and State, Foreign Operations, and Related Programs, Rep. Virginia Foxx discusses her amendment to prevent taxpayer funds from paying for State Department employees to travel to or attend events hosted by the Clinton Global Initiative. Carolina. Ms. Foxx: Thank you, Mr. Chairman. I rise in support of my amendment. My amendment is simple. It would prevent taxpayer funds from paying for state department employees to travel to or attend events hosted by the Clinton Global Initiative. The rationale is quite simple. The Clinton Global Initiative has engaged in blatant corruption and influence peddling that would make even Hunter Biden blush. In perhaps its most famous episode, in 2014, Hillary Clinton approached the Moroccan government about hosting a Clinton Global initiative conference in Morocco. The Moroccans fronted the money for the event by funneling it through a state-owned enterprise that was extracting and exploiting phosphates in a non self-governing territory, certain Sahara. This slight of hand amounted to condoning Morocco's sovereignty over this disputed land. You heard that right. It was cash for sovereignty deal formulated just as former secretary of state Clinton began her run for president. Of the free world. This deal was so rotten that even the Huffington post deemed fox news' investigation into this matter a, quote, brutal, clean hit on Hillary Clinton's campaign. End quote. Indeed the Clinton global initiative scandals are myriad and include an episode uncovered by "The New York times" revealing undisclosed donations linked to the sail of -- sale of U.S. Uranium production to a Ukrainian agency. The Clinton Global initiative was not able to withstand the scrutiny and was shuttered until late last year when it reconstituted itself. U.S. operations are no longer dark. This is the first state and foreign operations appropriations bill considered since its resurrection. It has since morphed into a factory of radical elitist woke schemes. Just last week the Clinton Global Initiative convened in New York to discuss how to reshape our economy to tackle the left's pet projects that will make life for ordinary Americans more expensive and worse. Given the state department's enmeshment with the Clintons and the natives, we need to send a clear message. No more coordination with the U.S. Government. No more conferences with corruption governments at the expense of the oppressed people of the global. No more representation and participation by the state department. And an end to its co-mingling with official policy. Hopefully the beginning of the end of this corrupt organization's influence on U.S. Policymaking. Americans simply can't afford more radical policies purr valid by an organization that allow thinks global elite to buy and influence American foreign policy. Join me in condemning the Clinton global initiative's misconduct. I urge my colleagues to support my amendment and I reserve the balance of my time. The Cloward-Piven Strategy is one of several strategies currently being deployed against the American people. It outlines a strategy for radical social change by way of abusing the system to the point of destruction. The primary goal of the Cloward-Piven strategy is to create a political and economic crisis that would destroy capitalism and lead to the implementation of a socialist system with a guaranteed income. The strategy involves enrolling large numbers of people into the welfare system. As many people as it takes to overwhelm and strain the system until it collapses. Everyone enrolled into the welfare system is also used as an army to carry out the destruction of the current system. They are registered to vote and instructed on how to vote. They are organized and mobilized and made to appear as grassroots organizations demanding more from the system. The ideal outcome of the Cloward-Piven strategy is to collapse the current system. According to their theory, this will compel the government to implement a Universal Basic Income. Which would shift the US towards a more socialist system with increased government control over the economy. Everyone is being encouraged to do it. Burn it Down is the new sexy ring. Moments ago the Ways and Means Committee, we voted to release over 700 pages of additional material provided to the committee by two IRS whistleblowers, Gary Shapley and Joseph Ziegler, who came forward at great risk to their careers and reputations to bring the light evidence of corruption and misconduct within our federal government. On June 22nd the committee voted to release the initial testimony of the two IRS whistleblowers that showed wrongdoing and misconduct at both the Department of Justice and the IRS. Their testimony then also shed light on a complex and lucrative enterprise operated by the Biden family to enrich themselves to the tune of at least 20 million dollars, with much of Hunter Biden's share going unreported for taxes. In the month since, no one has offered any evidence that contradicts Mr. Shapley and Mr. Ziegler's testimony. In fact, much of their testimony has been supported by additional IRS witnesses who set for transcribed interviews after being subpoenaed by this committee.
