The 39th District of California was considered un-winnable because there are 24% more Democrats than Republicans. The top two in the Jungle Primary face one another in November… After 11 months of knocking on 19,000 doors, and doing dozens of interviews and events, we cut that lead by 13%. I got closer to Congressman Takano than any candidate has in 12 years. I’m now the Republican Nominee in the 39th District and will face Mark Takano on November 5th. We still need to make up 11% to win! (About 10,000 votes). While running for Congress, I was NOT endorsed by the Riverside Republican Party, despite being the only Republican in the race. I became aware of how dysfunctional the local GOP had become and decided to run for a volunteer position in the Central Committee in addition to running for Congress. What do you call people who don’t own their homes and don’t own their businesses? Freedom is economic freedom. We are not free. We are being conquered and colonized. We just don’t realize it because we have been slow boiled over hundreds of years, but they turned up the temperature too quickly. Race is the cousin of economics. The Uyghurs are treated in China, the way black people were treated in this country for hundreds of years. Race is the cousin of economics!!! Race, Religion, Sex, Geography, and Class Lines are used to divide and conquer us. We’re dangerous when we stand together. Education is too important. Parents deserve a choice. No parent should have to trust their child’s education to a lottery, a zip code, or a failing school system. If we don’t educate, we incarcerate. America no longer leads the world in education. We lead the world in incarceration. We have 5% of the world’s population and 25% of the world’s incarcerated population. Is this the land of the free? Systemic injustice requires a systemic response. We need to reach our children before they become a statistic. Society benefits from an educated population, so why are we not properly preparing our children for today’s world? I developed curriculum and taught real estate to adults and high school students. We need to teach the way Americans, and people throughout the world, have been manipulated through race. When we see the way race is used to divide and conquer, we will see that class, sex, religion, and geography are all used in this same way. My name is David Serpa, I’m a Marine Corps Veteran running for Congress in this district… though you won’t know I’m a veteran by looking at the upcoming ballot… Everyone running for office is allowed to use 3 words to describe themselves on the ballot, but the word “Veteran” cannot be one of them. Nothing alluding to Military service is allowed. I won’t go into my previous issues with our Registrar of Voters office in 2020, because I don’t have time, AND the head of the Registrar of Voters office has recently stepped down. Both Democrats and Republicans have been disappointed with the lack of integrity in our election for decades. The Senate Intelligence Committee concluded election systems were targeted in all 50 states by Russia in 2016. In March of 2018 Congress sent $380 million dollars to the states, 90% of which was spent on new voting equipment, and cyber security measures. Why are we doubling down on broken systems proven to be vulnerable to hacking? A few months later on Day One of DEF CON 26, a conference for hackers, 39 children attempted to hack replicas of Secretary of State websites for 6 swing states… 35 of the 39 children did it. They were also able to deface the page, and tamper with vote tallies. To their credit The Department of Homeland Security was onsite to learn from the hackers. Dominion Voting Machines, amongst others, have been hacked at conferences like DEFCON & HACKATHON, showing where they are vulnerable. In January this year, Shasta County cancelled their $2.2 Million dollar lease and decided to purchase machines for about $6,000 each, to print out ballots and machine-count them. In addition, they hand count the ballots in 3 man teams and saved the county over $2 million dollars. AB969 was drafted in Sacramento as a response to Shasta County. This bill would only allow hand counting in the event of a natural disaster, power outage, or fire. Why can we not do both? Why can’t we use the machines to print and count, and also count the ballots by hand? I want to work towards a common sense solution for everyone. I propose three items; Cancel the lease with Dominion and save our county millions to offset the $800,000 just paid out the former head of the ROV Office. Buy machines to print and count ballots, and ALSO hand count the ballots in 3 man teams around the clock. Finally, I ask; would each of you support allowing Military veterans to identify as “veterans” on future ballots in Riverside County? My Peace Rally was shut down! I knew war was coming two years ago when President Biden got elected because I served under President Obama. I attempted to organize an Inauguration Day Peace Rally only to have my permit revoked by the California Highway Patrol. When people can’t organize for peace, war becomes inevitable. We have to get comfortable having uncomfortable conversations, or we will lose the ability to have them at all. Free speech isn’t meant to protect comfortable speech. War is uncomfortable. Americans have become apathetic. We have tolerated bloodshed abroad, and now blood will pursue us. We need to elect representatives who understand violence so they feel less comfortable legislating violence to others. By tolerating sustained war profits for world oligarchs and members of Congress, and the over-manipulation of our dollar, we have welcomed physical and financial devastation. Americans need to become the rational voice of peace, not irrational reactors to the violent world we have inherited. America’s #1 export should no longer be violence. The American Government has a long-standing relationship with corruption and power. The CIA & FBI have run amok both on American soil and abroad. I spent a few years developing curriculum and teaching Real Estate to High School Students and Adults. The class was also translated live into Spanish. I taught about Redlining, Racial Housing Covenants, Heirs Property Rights, If we don’t expose the crooked and racist history of real estate and the way it has been used to divide us along race and class lines, then we will fall victim to the same laws in the future. Real estate is war. We are being taught that in our neighborhoods.

The 32-Hour-Workweek could only be pitched by someone who has never ran a business before. I know a lot of people who like to work 40 hours a week! I also know a lot of people who, if they had their hours cut from 40 to 32, they might not be making rent. They won't be making their mortgage payment. In America, we've taken away careers and given people two-part time jobs and a "side-hustle". We want to work hard, get dirty, go home, take a shower, and pay off our house. I like to talk to people I disagree with. I wouldn't be interested in deporting any socialists. Let's sound it out in the Theater of Ideas! I went to the BLM March in Temecula. I didn't want to see my city burn, businesses vandalized, or young people hurt. I went to listen and make sure no one got hurt. I was willing to get shot at, I was willing to die for my country, you can damn well be sure I am willing to show up and get bloody for my community. I have no interest in silencing my dissent.
