IRS Delays $600 Tax-Reporting Rule on Venmo CashApp PayPal Payments. The controversial reporting rule on payments over $600 will go into effect in 2024. Watch for updated information. ▶ VIDEO NOTES The Internal Revenue Service on Friday said that it is delaying by one year a new tax reporting requirement targeting Americans who made more than $600 online through third-party payment apps like Venmo or PayPal. "The IRS and Treasury heard a number of concerns regarding the timeline of implementation of these changes under the American Rescue Plan," said Doug O'Donnell, the acting IRS commissioner. "To help smooth the transition and ensure clarity for taxpayers, tax professionals, and industry, the IRS will delay implementation of the 1099-K changes." The delay comes after fierce backlash from Republican lawmakers, small business owners, and tax professionals to the lower reporting requirement. The rule change – approved by Democrats in March 2021 with the passage of the American Rescue Plan – would have required payments platforms including Venmo, PayPal, Etsy, and Airbnb to send Form 1099-K to the IRS and users if their transactions totaled more than $600 over the course of the year. During a recent interview conducted by The Wall Street Journal’s Risk & Compliance Journal with Thomas Fattorusso, the special agent in charge of IRS-CI’s New York field office, the IRS agent suggested that “Cryptocurrency is here to stay” and that the tax-collection agency wants to partner with the industry to fight financial crime. The IRS-CI is the law-enforcement arm of the IRS – often referred to as “accountants with guns” – and is in charge of handling cases ranging from money laundering to Russia sanctions. According to Fattorusso, the agency cannot take a hostile approach to the technology and instead must embrace it since “it isn’t going anywhere anytime soon and it’s becoming more legitimate as the years roll on,” along with becoming more sophisticated. The group said in its latest outlook report published this week that the economy could lose an estimated 2 million jobs in 2023 as the jobless rate climbs to 5.25%. "We believe that the Fed’s rate hikes and shrinking bond portfolio have been stringent enough to cause an economic contraction within 2023," the economists said in the report. "And if the Fed does not pause rate hikes until it sees the contraction, a deeper recession may ensue." The Federal Reserve has been raising interest rates at the most aggressive pace since the 1980s in a bid to fight inflation. Policymakers have already approved six straight rate hikes, putting the federal funds rate into a range of 3.75% to 4% from near zero in March. Housing market is broken - the fed isn't going to rescue it this time. I know many are saying the FED will pivot and fix the housing market. What if the fed stops responding to the market? What if to fight inflation the fed is no longer accommodating the markets? ▶ VIDEO NOTES Housing Market Could See Further Fallout From Fed’s Inflation Fight. Federal Reserve Chair Jerome Powell views the U.S. housing market as “very overheated” after the pandemic, and he believes supply and demand need to get back into balance. Powell spoke at a November 2 press conference as the U.S. Federal Reserve Committee, which he chairs, raised rates by 0.75 percentage points to fight surging inflation. That could raise mortgage costs further after they have already risen substantially in 2022. Powell’s actions and comments were not positive for housing. Fed Put? Powell made clear that his main concern is managing inflation, and if anything, rather than looking to support asset valuations such as housing, stocks and bonds, Powell is far more focused on driving inflation lower. There’s not much evidence of the “Fed put” today, which is the market term for how the Fed would step in and perhaps look to cut rates if stock valuations fell sharply. That may be bad news for housing, too. Powell may believe that lower asset valuations may be part of the solution to lower inflation currently, rather than a problem the Fed is seeking to remedy. Given that rates may rise higher still over the coming months, that is not necessarily good news for the housing markets. We should note of course that future rate expectations are typically embedded in mortgage costs, so the Fed raising rates in line with market forecasts won’t necessarily cause longer-term mortgage rates to correspondingly rise too much. It was the hottest March ever for the housing market, with homes selling at their fastest pace and for more above list price than any other March on record. The median home-sale price rose 6.2% in March, the fastest month-over-month gain at this time of year since 2013, to an all-time high of $412,700. Seasonally adjusted home sales fell 4% as soaring mortgage rates and prices sidelined more buyers, whose options were severely limited due to a decline in homes being listed. “Although pricey coastal markets began showing early signs of a slowdown in late March, nationwide sales data for the full month reflects the hottest March market on record, since homes that sold last month mostly went under contract in February,” said Redfin chief economist Daryl Fairweather. “We expect the combination of surging mortgage rates and record-high home prices to cause more homebuyers to drop out of the market. Unfortunately, homeowners are turning their back on the market too. But a flurry of tests near the end of the year suggests CBDC initiatives are improving their pace, as central banks try to determine the impact on traditional banking and payment systems. About a dozen CBDCs have launched, according to a tracker from the Atlantic Council, which adds 17 are in pilot and 72 are in research and development. Eighty percent of central banks are considering a CBDC or have already launched one, according to PwC. There's a mix of motivating factors, such as improving cross-border payments, mitigating financial crimes, and improving financial inclusion, reports PwC. Mounting risks from other forms of digital currency, such as volatility in cryptocurrency, are also pushing CBDC projects. "A well-designed CBDC can help provide a real-time view of risks and currency outflows to help implement specific and targeted measures to prevent financial contagions from spreading further in the event of a crisis," said Gilbert Verdian, founder and CEO of Quant, a London-based blockchain firm.
