State law generally does not require municipalities to use competitive bidding to award contracts or make purchases, but municipalities may adopt such a requirement individually by ordinance or charter. Competitive bidding requirements depend on the contract’s funding source. If funded by
the municipality, then the requirements, if any, would be governed by the local charter or ordinances. If the project is funded in whole or in part by the state, then additional statutory requirements may apply.
In the Spring of 2023 the brand new Blue/ White LIGHTBAR shown in this video is sold by the dealer, UTILITAC of New York, says the list price for this product is $7731. This new product would cost Seymour Connecticut $4,638 if using the discount found on State Contract. The volunteer Firefighter he says paid $1,073 or 86% off the list price. Connecticut discounts are 40% this brand product. Utilitac goes on to describe he has to buy product packages from the manufacturer where radically lower prices are the actual market cost of the these items. The other leg of the pricing stool is how state and local personnel use brand attributes to pick a vendor, then a limited number of dealers/distributors participate to create the appearance of competition. In fact police officials are costing much more than these products would cost if there was brand & vendor competition. The lights and labor alone, in Seymour, cost more than building an entire CSP cruiser. Municipalities in Connecticut have no regulatory requirements to buy best value, they can buy what they want & where they want.

Since the early 1950s, when the beacon ray replaced the single flashing light, we have seen more and more lights added to our emergency vehicles. It was believed that if 35 watt bulbs were good, then 100 watt must be better. If two lights made it safer, then six must make it really safe. How about a million candlepower strobe system?
We have reached the point where the warning lights are becoming the problem at emergency scenes and actually making the area less safe for our vehicles and personnel. In the last 10 years lighting your vehicles up like a Christmas tree has become the norm. When moving on the highway this may be ok, but when you are stopped or parked it is not! The 1999 U.S. Fire Administration "white paper" on this topic identified the over use of blinding, confusing, and distracting warning lights as a major cause of accidents, injury and death at emergency scenes.
We all know of emergency personnel who have been struck, killed or seriously injured and emergency vehicles that have be hit by drugged, drunk, fatigued, elderly or just confused drivers. Many of these operators stated "they were blinded or confused by all the lights". In New York State alone, an average of 80 emergency vehicles are struck while parked off the highway, on the side of the road, with all the red warning lights in operation each year. This takes place more than we would like to admit. How many close calls have you had?
Too Many Lights Distract Drivers
Every emergency vehicle has more than enough warning lights and is equipped so that if it is the only vehicle parked at a scene, the light laws are complied with. The problem is that when there are six or seven emergency vehicles at a scene, all the warning lights are left on and the area actually becomes unsafe due to all of the blinding and distracting lights. Those driving in the area of the emergency look at the vehicle warning lights and do not see the personnel who are working in the area near these vehicles. What effects do all of these warning lights have on the crowd and your own crews? Under some conditions, these warning lights also blind us! This is a major safety issue that has been ignored for too long. It is a known fact that the warning lights, at a scene will effect the crowd, shut them off and many will walk away. We set up a "carnival" and wonder why people flock to it!
The Illinois State Police and California Highway Patrol studies questioned the use of light bars on their police cars and the safety of the officers while engaged in their duties next to the roadway. The collision rate for emergency vehicles displaying lights while parked next to the highway were two and a half times higher for the same 100,000 miles driven than for non-emergency vehicles. Many highway patrol and state police departments are going to the slick top cars for safety, better mileage and productivity. Many have "arrow sticks" in the back window.
What Color Lights Are The Safest?
What about color? The knowledge of human perception calls into question the use of warning lights when the vehicle is parked off the highway. Red lights send a message: emergency, stop and invoke irrational behavior from motorist. They also tend to draw persons to the scene or area of the emergency. The psychological reaction to red is rage, anger and hostility. The human eye is more sensitive to red light during the daylight than at night. Instead of warning people to stay away, the red emergency light actually draws drivers towards the lights. This so-called moth effect refers to "a state of narrowed attention associated with excessive concentration on some object or task with the resulting loss of voluntary control over response." People drive where they look! Drugged, drunk, fatigued and elderly drivers have driven right off the roadway and into the parked vehicles displaying red warning lights........

"AUGMENTED REALITY TRAFFIC ADVISOR SYSTEM AND METHOD"
Systems and methods for displaying projected image onto a surface to create an active augmented reality environment may include a lighting device and a controller. The controller may receive information, such as a user input or sensor information, and determine one or more projection properties for the lighting device. The lighting device may receive a control signal from the controller and adjust one or more parameters in order to project the image onto the surface in accordance with a desired user input and the sensor information.
Background
Roadside signs and message displays are used for alerting drivers and ensuring the safety of vehicles and pedestrians. These signs and message displays provide information regarding traffic laws for a particular area, such as the speed limit, and may also warn of changes to normal traffic patterns such as when there is road construction or an accident blocking one or more lanes of a highway. However, the information provided by these signs or displays may be passive, in that the text or information is fixed or un-changing and may not clearly indicate which road segments are impacted or what actions the driver of a vehicle should take. Additionally, painted road markings or reflective signs may be deployed after an event occurs, and delays in installation and use may cause further accidents. While certain systems, like dot matrix displays, may enable both static or scrolling messages, these may also be fixed in a particular location and may be slow to update.
Common warning and advisory situations may include, for example, road construction, traffic accidents, temporary lane shifts, police traffic stops, and closures of toll lanes, exit ramps, or roads. In the case road construction on a highway, passive reflective signs may be erected on the shoulder to alert drivers of the upcoming construction and may further provide messaging on which road lanes are closed. Additional passive warning technologies, such as reflective barriers, may be placed in any closed lanes, and dot matrix displays or similar systems may be used to form arrows to indicate which lanes drivers should use to avoid the closed lanes. For example, if a left lane is blocked, barriers erected in that lane along with a dot matrix display arrow pointing to the right may be used to inform drivers to merge out of the closed left lane and into the open right lanes. Depending on the locations of these passive warning technologies and whether the warning or advisory situation is still ongoing or has previously ended, motorists may be confused about the particular path to take, causing the flow of traffic to slow and increasing the chances of accidents between vehicles trying to navigate the situation.
In an embodiment, a system for projecting an image onto a surface includes a projector module, the projector module having a matrix of lighting devices. The system also includes one or more sensors, the one or more sensors configured to obtain at least one or more image parameters associated with the image. The system further includes a processor and a memory having instructions that, when executed by the processor, cause the system to receive one or more image parameters from the one or more sensors. The instructions, when executed by the processor, also cause the system to determine one or more image projection properties based, at least in part, on the one or more image parameters, the one or more image projection properties adjusting features of the projector module to display the image according to a selected output format. The instructions, when executed by the processor, also cause the system to cause the image to be projected, by the projector module, in accordance with the one or more image projection properties.
In an embodiment, a method for projecting an image onto a surface, includes receiving a user input associated with an output message of the image. The method also includes receiving sensor information associated with at least a relative position of a projector module and the surface. The method further includes determining, based at least in part on the sensor information and the output message, one or more projection properties. The method also includes illumining one or more lighting devices in a pattern to display the image.

Effective January 1, 2012, the New York State Move Over Law protects law enforcement officers, emergency workers, tow and service vehicle operators and other maintenance workers stopped along roadways while performing their duties.
Drivers must use due care when approaching an emergency vehicle that displays red or any combination of red, white or blue emergency lighting or a hazard vehicle displaying flashing amber lighting, or a vehicle displaying blue or green lighting:
On all roads and highways, drivers must reduce speed;
On Parkways and other controlled access highways with multiple lanes, when approaching an emergency vehicle that displays red or any combination of red, white or blue emergency lighting, or a hazard vehicle displaying flashing amber lighting, or a vehicle displaying blue or green lighting, drivers must move from the lane immediately adjacent to the emergency or hazard vehicle, unless traffic or other hazards exist to prevent doing so safely.
Penalties:
Violations of this law are punishable as a moving violation.

NEW YORK — The New York State Police has modified the light bars on top of their police cruisers to make emergency vehicles more noticeable.
WHEC/News 10 reports the new light bars sit both horizontally and vertically atop police vehicles. The goal is to make vehicles more noticeable, especially from the side of the road, so drivers have more time to move over.
"It's incredibly dangerous on the side of the roadway and most of the people don't have any idea because they've never been on the side of the road and if they have it's only been for moments,” Trooper Mark O’Donnell told WHEC. “But the police officers, the firefighters, the EMS people...their 8 to 12-hour shift is in the roadway or on the side of the road, so give us a break."
NYSP plans to test the new lights to see if they impact driver behavior and emergency vehicle safety, WHEC/News 10 reports.
O'Donnell couldn't say how long NYSP is planning to test the impact of the new light bars or how much they'll cost.

Travis Terry in pursuit of a Doctor of Philosophy In Industrial and Systems Engineering degree appears to have omitted or was not aware of previous research on the topic by the Florida Highway Patrol (FHP) in 2004 regarding the effectiveness of multi colored warning lights as used on FHP patrol cars.
At the time of the first funding of this project the FHP lighting study was less than ten years old. Since 2013 and nearly ten years and over $1 Million dollars later, the awardees along with their partners at the Virginia State Police have realized red lights may be of some benefit for their agency. They agency has appeared to depart from the roof mounted lightbar resulting from this study which has conspicuity and enhanced performance properties by itself and will limit certain law enforcement vehicle adaptations the agency will later want to incorporate.
The situation in Virginia:
1) The VSP used Red Lights in the 1980's
2) The Florida Highway Patrol conducted agency research on the topic in 2004
3) Most of the nations emergency vehicles use red flashing lights, police, fire, ems in combination with other colors
4) Neither the "News", the School or the agency mentioned previously performed work on the topic during their press releases

GREENFIELD, Mass. (WWLP) – The Greenfield Police Department has proposed cuts to patrols in order to accommodate budget cuts passed by the City Council last year. 22News looked into what is next in this process.
The Greenfield City Council meeting Wednesday night sparked controversy when Police Chief Robert Haigh announced the department’s plans to eliminate patrols between 11 p.m. and 7 a.m. entirely starting February 1st in an effort to accommodate budget cuts approved by the city council over the summer and a number of officer departures over the last few months.
The Mayor’s office called it unfortunate and emphasized that it’s just a proposal.
“It’s a truly, truly regrettable situation. But, eliminating the night shift was the least bad option,” said Greenfield Mayor Roxanne Wedegartner. “It’s not as if that is all set in stone. I think we tried really hard to convey that in our back and forth with the council and it will be set in stone if we can’t come up with a solution.”

Most people don’t realize that each state regulates the appropriate colors of emergency lights allowed on all vehicles. These laws include emergency police, fire and rescue, ambulance and other first response vehicles, as well as taxis, buses and both commercial and non-commercial street traffic.
Flashing emergency vehicle lights are most commonly seen on police cars, ambulances, and fire engines. These vehicles, when they are moving in response to an emergency situation, have to be allowed to move faster than the other automobiles on the road. Flashing of emergency vehicle lights, together with sirens, ensures it. First responders who work full-time with departments and drive agency vehicles usually don’t think twice about the legality of their emergency vehicle lights. However, there is a group of first responders who are always questioning whether they are in the scope of the law. Volunteer firefighters, dive teams, physicians, county coroners, volunteer EMS, and many companies that use caution vehicles in their day-to-day activities often question whether they can use emergency vehicle lights and sirens on their vehicles. There are huge legalities involved with the utilization of this type of equipment, and the laws vary from state to state.

Today, NLRB General Counsel Jennifer Abruzzo issued a memo to all Field Offices with guidance on the Board’s recent decision in McLaren Macomb, in which the Board returned to longstanding precedent holding that employers violate the National Labor Relations Act when they offer employees severance agreements that require employees to broadly waive their rights under the Act. The guidance will assist Regions in responding to inquiries from workers, employers, labor organizations, and the public about implications stemming from the case.
The memo offers guidance on the decision’s scope and effect, such as the retroactive effect of the decision and the application of the decision to supervisors. The memo also provides guidance on the kinds of severance agreement provisions that could violate the Act if proffered, maintained, or enforced, including confidentiality, non-disclosure, and non-disparagement, among others.
“Lawful severance agreements may continue to be proffered, maintained, and enforced if they do not have overly broad provisions that affect the rights of employees to engage with one another to improve their lot as employees” said General Counsel Abruzzo. “[However], the future rights of employees as well as the rights of the public may not be waived in a way that precludes future exercise of Section 7 rights, including engaging in protected concerted activities and accessing the Agency.”
If workers believe their rights have been violated by the proffer, maintenance, or enforcement of unlawful severance agreements, or have questions, they can call the NLRB at 1-844-762-6572 and speak with an information officer.
Managers Exploit Loyal Workers Over Less Committed Colleagues

DURHAM, N.C. – Company loyalty is a double-edged sword, according to a new study. Managers target loyal workers over less committed colleagues when doling out unpaid work and additional job tasks.
“Companies want loyal workers, and there is a ton of research showing that loyal workers provide all sorts of positive benefits to companies,” said Matthew Stanley, Ph.D., the lead researcher on the new paper and postdoctoral researcher at Duke University's Fuqua School of Business. “But it seems like managers are apt to target them for exploitative practices.”
That’s the main conclusion from a series of experiments conducted by Stanley and his colleagues Chris Neck, Ph.D. and Chris Neck, father-and-son researchers at Arizona State University and West Virginia University, respectively.
The findings appeared online January 6 in the Journal of Experimental Social Psychology.

The New York City Police Department (NYPD), officially the City of New York Police Department, is the primary municipal law enforcement agency within the City of New York. Established on May 23, 1845, the NYPD is the largest, and one of the oldest, municipal police departments in the United States.
The NYPD is headquartered at 1 Police Plaza, located on Park Row in Lower Manhattan near City Hall. The NYPD's regulations are compiled in title 38 of the New York City Rules. The NYC Transit Police and NYC Housing Authority Police Department were fully integrated into the NYPD in 1995. Dedicated units of the NYPD include the Emergency Service Unit, K-9, harbor patrol, highway patrol, air support, bomb squad, counterterrorism, criminal intelligence, anti-organized crime, narcotics, mounted patrol, public transportation, and public housing units.
The NYPD employs over 50,000 people, including more than 35,000 uniformed officers. In 1992, Mayor David Dinkins created an independent Civilian Complaint Review Board for the NYPD. In response to this, some NYPD officers violently protested and rioted. They blocked traffic on the Brooklyn Bridge, demonstrated at City Hall and shouted racial epithets.[The protests were sponsored by the NYPD union.
In 1994 the NYPD developed the CompStat computer system for tracking crime geographically, which is now in use by other police departments in the US and Canada. Research is mixed on whether CompStat had an impact on crime rates.
The New York City Transit Police and the New York City Housing Authority Police Department were merged into the NYPD in 1995.
In 2021, the NYPD ceased enforcement of marijuana crimes other than driving under the influence.
