Voter Canvass and Resolution Action Update
FOUR BASIC TENETS OF AN ELECTION
[ 1 ] Voter Rolls must be accurate
[ 2 ] Votes Counted must be from eligible voters
[ 3 ] Votes must equal the number of people who voted
[ 4 ] Error rates must be no more than 1 in 125K ballots
INITIAL FINDINGS: DATA SETS DIVIDED INTO 4 CATEGORIES:
1. Findings implicate voter rolls are INACCURATE
• 1,021 registered “Duplicate” voters with the same first name, address, and date of birth as of 6/2023
• 10,813 registered “Twin” voters (same birth, address, last name, different first name) voted 11/2020
• 8,455 registered voters do not have a P.O. verified mailing address as of 1/2023 database snapshot
• 10,802 registered voters who never lived at the residence or moved more than 4 years ago as of
1/2023 snapshot
• 831 registered voters with a UPS, Fed-Ex or PO Box Mailing Address
• 98 dead registered (Harford County) voters
• 392 registered voters under the eligible age of 18 voted across 5 Federal elections (2014, 2016, 2018,
2020, 2022)
• 76,594 less votes reported by State Board of Elections (SBE) than City and County Boards of Elections*
2. Findings implicate inaccuracies are potentially costing taxpayers money
• $41,166 cost to mail 25,240 absentee ballots that were never used due to the voter deciding to vote
provisionally at the last minute.*
• $1.3 million potential cost to state for mailing out ballots where 14% of the registration addresses are
inaccurate.
3. The “Inexplicables”
• 19,678 blank ballots in Baltimore County in 2022 Primary.
• 4663 county registrations dates BEFORE State Registration Dates as of 6/2023.
• 23,088 voters did NOT vote in the 2016 Presidential election, VOTED in the 2020 Presidential election,
and were INACTIVE in 12/2021 voter information snapshot.
• 1,365 voters were INACTIVE prior to the 2022 Gubernatorial Primary, ACTIVE right after the Primary,
and once again INACTIVE after the Primary.
4. Findings implicate inaccuracies are in violation of State and Federal laws
• BOE NDA updated language [NVRA 1993 Section 8(i)(1)]
• All registrations not reflecting accurately in our voter rolls are in violation of State and Federal Law
[Maryland Election Law Article §3–505(b)(1); §3–505(c)(1); NVRA 1993 Section 2(b)(4)]

UPDATE ON THE RECENT ACTIONS OF THE STATE BOE
It came to our attention the Maryland SBE recently voted to “update” the oath citizens sign in order to purchase lists. The new language appears to be laying groundwork for taking action against citizens canvassing our state voter rolls to ensure they are being maintained accurately. The State and National party are looking into taking legal action for the State Board to either remove the new language or clarify it will not ever be used to persecute citizens seeking to ensure our LBEs are fulfilling their affirmative duty to ensure our voter rolls are being maintained accurately.

Under penalty of perjury, I hereby declare, as required by Election Law Article, §3-506, Annotated Code of Maryland, that the list of registered voters for which I am applying is not intended to be used for commercial solicitation or for any other purpose not related to the electoral process. I am aware that, if I use the list for commercial solicitation or for any other purpose not related to the electoral process, or make the list available to the public or third parties or publish or republish the list in a way that allows it to be used in that manner, I will be guilty, upon conviction of a misdemeanor and subject to punishment under Election Law Article, Title 16, Annotated Code of Maryland. I also acknowledge and understand that I cannot use the data for any purpose unrelated to the electoral process. I can use the data to register voters, form a political party, qualify as a candidate for public office, circulate a petition, conduct elections and recount, cast and count ballots, finance a campaign, and other activities that meet the definition of “electoral process” as defined in COMAR 33.03.02.01B(1). I will not use this data for investigations into an illegal or suspected illegal infractions or violations of voters’ behaviors in a specific election.
The language became effective on July 10, 2023, and could signal an intent to deter canvassers who merely want to verify voter roll information.

Maryland Voter Integrity Group Condemns the "new rule" put in by the Maryland Board of Elections that "criminalizes" Citizen Engagement
POTOMAC, MD – August 29, 2023 – The Maryland State Board of Elections quietly changed a statewide regulation to prohibit the use of voter rolls for the express purpose of cleaning up voter rolls in violation of Federal law and the Elections Clause of Article 1 of the United States Constitution.
Maryland’s State Board of Elections’ new regulatory amendment, effective July 10, 2023, modifies the Non-Disclosure Agreement (NDA-Oath) in Election Law Article, § 3-506, Annotated Code of Maryland. This change prohibits the use of voter lists for research and investigations into Election Fraud by canvassers statewide because it requires them to sign an oath stating:
“I will not use this data for investigations into an illegal or suspected illegal infractions or violations of voters behaviors in a specific election.”

This new oath removes any mechanism for cleaning up outdated voter rolls because if the canvasser uses the data for investigations into an illegal or suspected illegal infractions or violations of voters’ behaviors in a specific election, it is the canvasser who will then be guilty, upon conviction of a misdemeanor and subject to punishment under Election Law Article, Title 16, Annotated Code of Maryland.
More significant is that this new oath requirement is in direct violation of the 1993 Federal National Voter Registration Act Sec. 8 which requires voter rolls be current and accurate and mandates all states to maintain voter rolls and make them publicly available to citizens “for the purpose of ensuring the accuracy and currency of official lists of eligible voters…”.
