Discussion of financing for new complex. Might be a little more difficult than the Commissioners thought it would be.
The Director also responded to the comments, specifically the comments about the "Mold" which was reported in a news story. She said we reported it as "Mold" when it was actually fungus in the mosquito colony. The news report, reported it as Mold in the Lab. When I sent a information request we were told there was no Mold in the Lab. I am befuddled.
Commissioner Cox reported in the news report the following.
$10 Million from the sale of current. $15 Million from reserves. Finance the rest. This will not require a tax increase. We received a tax increase this year, but when they take on the new debt for building a new Campus, there will be no increase.

Have you heard about the “Live Local Act”? Sounds rather innocuous, but is it? Nope, it’s bad.
I was at the Wesley Chapel Republican Club and heard Seth Weightman speak about the “Live Local Act”. This was pushed by the President of the Senate, Kathleen Passidomo from what i have been told. Senate voted unanimously, house had 6 Nay voted. Beltran from Hillsborough seems to be the only Nay in the Tampa Bay area.
Why do our delegation members all like this bill and our County Commission is ready to sue over it?
Tax Breaks for these developers until 2059, thats 36 years.
Is this a power-grab by the state to stop local control sure looks like it.
I hear a housing crash is happening and i am hearing FORECLOSURES are on the rise.

Mosquito Control Meeting 1-9-2024
The Board of Mosquito Control claims there isn't enough money in the budget to stream their meetings so We are courteously helping out by filming the meeting for them so the community knows what is going on. This Month one of the Board members, now chairman, also thought it was a good idea to film the meetings as well, but isn't going to post them and is for personal use only...Interesting. January 4, 2024 Reaction to PCMCD story on abcactionnews.com Finally a positive story for them, but is it really?
Never was "mold" a reason given for the 40+ million dollar move, until today.
Apparently the Lab is in the same building as Administration, so the HVAC systems, if connected you wouldn't the entire building be impacted?
Taxpayers didn't buy the previous reasons, so they've come up with a new narrative.
Who is in charge of building up keep?

PCMCD Nov 8 2023 Meeting
Discussion of the very generous Life Insurance provided to employees and Retiree's in perpetuty.
Discussion of Tire Piles discovered across the county by Code Enforcement and given to PCMCD to Clean up and pay for disposal of many located on private land. Earlier this week a cleanup was done in one day of 13,000 lbs which is more than are cleaned up in a given year.
Discussion and vote on moving forward with selling the current location of the PCMCD site, discussion of selling the property without the helipad and at least the newest hangar, and possibly retaining the older hanger as well. BPO was $6 Million, well short of the $14 Million they have floated in the past, but the Helipad is quite valuable.
Ms Rogers pointed out that the best Mosquito agencies in the state are the Independent Districts. I believe the comment was made that the least mosquito born disease were in counties with independent districts like Pasco.
Director Rogers spoke about their Friends at the Legislative Delegation, sounded like they need to report back to them on their plans for moving the district to their new "Centrally Located" area.
Seems a little inappropriate for a Commissioner to be joking at a meeting that he will relocate Endangered species for half the cost that the state licensed company is going to charge. 46:15 Mr Evans jokes about he will move the tortoises for half the cost.

Pasco County Mosquito Control District October Budget Meeting (Do Over)
Questions asked about no being able to find the meeting posting of the Sept budget meeting, I was assured by Ms Rogers that they had a signed affidavid from the paper and that it had
been published. Still awaiting the proof of publication.
Another community member asked why Ms Rogers was one of the highest-paid directors of Mosquito control in the state and why she had a takehome vehicle with tolls and gas paid for. She was told that Ms. Rogers is one of the most knowledgeable in the state of Florida and that she is paid in line with an assistant director of the county. We were also told that take-home cars are normal for Constitutional Officers, Ms Rogers is not an elected Constitutional Officer. She was also told that Ms Rogers sends Texts and Emails at all hours of the night and on weekends. Wonder if these texts are preserved as they are covered under sunshine laws.
Board members discussed what an outstanding director Ms Rogers was, how she texts and works all hours of the day and weekend. Wonder if they realize those text messages are public record, and if they are preserved?

County Citizens ask questions of the Mosquito Commission Board of Commissioners.
Why do they feel they need a $37 Million plus building for their small organization, they want to do a bond for half of the cost of this building, because they feel that people who haven't even been born yet, would like to pay for this project.
Why is the Director, one of the highest paid employees in the county? She runs a small organization, that is provided an ever increasing Budget provided by the tax payers of our county.
Why do they need two very expensive helicopters to attempt to eradicate a native species in florida. They pay two Helicopter Pilots very large salaries to fly very few hours. Recently they have been flying over my house frequently. I do not live near a large swamp, and they are spraying very close to our homes.

Pasco County Mosquito Board Budget Meeting, 9-6-23
They have a huge income increase this year. All the income comes from Property Taxes in Pasco County. Many other taxes (at least millage rates went down) not the Mosquito Board. As property values increase, by keeping the millage the same they received a huge increase, about 30%.
Nothing frugal about this team, getting ready to build a beautiful new campus, they justify the huge price tag, by comparing it to the HS being built in the county. I don't think that is a reasonable comparison.
