Secret recording reveals deep rift over plan to hire new Ottawa police chief during convoy crisis
A secretly recorded conversation between Ottawa Mayor Jim Watson and Coun. Diane Deans about an aborted plan to hire a new police chief at the height of last winter's convoy protest was played Wednesday at the public inquiry examining the federal government's decision to invoke the Emergencies Act to help end the crisis.
The Feb. 16 recording, which was only brought forward to the commission Wednesday morning, was entered into evidence at the Public Order Emergency Commission Wednesday afternoon. The tense call was recorded by Deans's assistant without Watson's knowledge, she later testified.

Ottawa agreed with Convoy to move trucks out of residential areas Feb 13 prior to Emergencies Act
City Manager Steve Kanellakos testifies that Ottawa police supported the agreement between the city and the convoy to move trucks out of residential areas and onto Wellington St.
“There was no other place to put the trucks,” Kanellakos said. “The discussion (with protest organizers) was that we wanted to reduce the footprint in the area, to get them out of the neighborhoods.”
Kanellakos testifies that they met with convoy leaders and lawyers and came to an agreement on February 13, 2022 prior to the Invocation of the Emergencies Act.

During cross-examination by Freedom Convoy lawyer Brendan Miller, Li was challenged on her comments.
Li responded by saying, “I would not say that the protests or occupation provided a Purge-like opportunity.” She followed up by saying the opportunity was there for a Purge-type scenario and that the people “illegally occupying our streets felt like they could do anything they wanted.”
Miller also asked Li about her interactions with the protesters, including an interaction in which Li allegedly told truckers to “go back to where the f*** you came from.” Li confirmed that she “may have” said those words.
Brendan Miller asks if Zexi Li saw a crime or sedition or espionage or insurrection or knock down a building or anything like that. Or destroy buildings or property. "Nope".
