Make sure there are no cracks on the surface of the balls. Heat oil or ghee in a deep pan over medium heat. Once the oil is hot, add the gulab jamun balls into the oil and fry them until they turn golden brown on all sides. Do not overcrowd the pan while frying the balls. Once done, take them out of the oil and place them on a paper towel to absorb the excess oil. In another pan, add sugar, water, and cardamom powder and cook over medium heat until the sugar dissolves completely. Increase the heat and let it come to a boil. Reduce the heat and let the syrup simmer for a few minutes until it thickens slightly. Add rose water and mix well. Turn off the heat and add the fried gulab jamun balls into the sugar syrup.
