Cultural "evolution" is just cultural *change* and such changes can happen so fast that unintended consequences cannot be reversed. In evolution, a genetic mutation can cause catastrophic damage to an individual, not the whole species. A bottom up organic process, evolution weeds out naturally occurring "dysgenics". It's trial and error with minimal possible attrition. This is not the case is not the case with top-down social engineering which always has huge man-made attrition, which is to say "not millions born, but millions murdered."
