The official compilation and codification of general and permanent federal statutory laws. b. So long as they are in accordance with the Constitution of the United States, federal law treaties preempt conflicting states and territorial laws in the fifty U.S. states and territories. c. Federal preemption is not universal though, it is limited. In the United States dual-sovereign system of American federalism, states are plenary sovereigns. d. Each state within the United States has their own Constitution, while, the federal government is limited to only possesses authority enumerated in the United States Constitution alone. e. State constitutions may grant broader rights to their citizens, than that of the federal constitution, as long as they don't infringe on any federal constitutional rights. The president can grant pardons for people, groups, corporations, and entities he choses. b. Congress has unlimited power to pass laws, levy taxes, wage wars, and arrest people. c.
