its ironic that magna carta was supposedly protect filipino seafarers rights, but how the law was interpreted it looks more to being an ANTI-Filipino Seafarers law., theres a LOT OF PLOT HOLES ON THE LAW & on the last part it discriminates domestic filipino seafarers from the international seafarers . Whats more troubling is that it adds a LOT OF FINANCIAL BURDEN TO CADETS to qualify as a seafarer, and yet does not guarantee employment.
