Cheryl Todd Testifies Against Discrimination Focused On Gun Owners
Cheryl Todd, AZ State Director to The DC Project and VP of the AzCDL testified before the before the AZ House Judiciary Committee on SB1428. This Bill proscribes an Arizona political subdivision from prohibiting a gun show from occurring within the Subdivision.
The Bill received a party line 5 to 3 “Do Pass Recommendation”, which means that the Democrat Legislators agree with Discriminating against Lawful Commerce, simply because of their Political ideation.
• In some locales, gun shows are singled out for additional restrictions or sometimes prohibited all together, while other events proceed without interference. Such discrimination is not justified as gun shows are safe and lucrative for the host jurisdictions.
• Cities and counties should not be playing political favorites when it comes to hosting events open to the public.
Testimony to the AZ Legislature on SB1428 in 2023
The ugliness of discrimination is alive and well – and even applauded - in certain areas of our State. The truth of this saddens and angers me, as it should all reasonable people. While every one of us in this room surely believes that we would vehemently stand up against discrimination, it has been my personal experience that some actually believe discrimination is perfectly fine - when that discrimination is based in Political ideation. And when it is focused on people like me, who work in the firearms industry and who do business at events such as Gun Shows.
The firearms industry is safe, legal and highly regulated. Yet, Gun Shows, and the organizers and vendors of Gun Shows, are regularly shunned and discriminated against and treated as second-class citizens.
SB1428 stands in the gap and protects me and my family business from being arbitrarily singled out and told in so many words to “know my place” and “stay where I belong”. And allows us the same advantages as any other public event.
It is with full conviction for what is right and true that I stand against discrimination, and in support of SB1428, and ask you to do the same.

Cheryl Todd Testifies In Support Of Keeping Kids Safe Around Guns
"Teaching our children how to be safe is the most common-sense and the least controversial thing any of us could ever do.
From their earliest ages we teach our children how to safely interact with pools of water, busy crosswalks, and kitchen knives. Training children takes away the forbidden curiosity that comes with making items like firearms mysterious and taboo.
It is only when the topic is “firearms” that we suddenly decide that Political Agendas will dictate how well we train our children for safety. And it is inexcusably irresponsible to not empower our children with knowledge for how to be safe around firearms.
AZ HB 2332 does allow for parents to opt out. So, those who want their children to stay uninformed and therefore, less safe, are free to do so. However, when MY children are trained to be safe, it makes YOUR children safer as well. And vice versa, which is why offering this education is not only appropriate, it is invaluable and necessary.
In my own home we make education and training a priority, and my little 3-year old granddaughter, Kinsley, will skip into the kitchen, open the cutlery drawer filled with sharp and pointy forks and knives. She will reach in – go right past all the sharp instruments – grab her favorite pink spoon and head off to eat her ice cream.
No drama. No special laws needed. No legislative hearings. Why? Because Kinsley has been taught what knives are to be used for and what they are not to be used for. HB2332 simply does the same thing for a different tool, firearms.
It is with the strongest voice possible that I support HB2332 and I encourage you to do the same."
Cheryl Todd, AZ State Director to The DC Project and VP of the AzCDL testified before the before the AZ Senate Education Committee on AZ HB 2332 which requires that, beginning July 1, 2024, school districts and charter schools must provide public school students in grades 6 through 12 with one or more training sessions in firearms safety in an age-appropriate manner. School districts and charter schools are required to notify the parents of any student who will receive training at least two weeks before the training is provided and must allow parents to opt the student out of the training.
• Children are naturally curious about many things, including guns. That curiosity should be satisfied in a professional, controlled environment where they can safely learn how to respond to the presence of a firearm.
• Safety classes will be taught by professional instructors and will not involve having children handling firearms at any time.

1) People who want more legal restrictions on Responsibly Armed Citizens have been peddling the phrase “Guns are the leading cause of death in children”. You recently posted some research results that show that to be a false claim. Let’s dig into the reasons why that is false.
- Some reports use stats for ages 3-24
- there is a spike in the ages of 15-16 and particularly for black males
- reports use all deaths involving firearms (including suicides and justifiable self-defense homicides)
2) We all want to save lives and make our communities safer. The Gun-Control Advocates claim that raising the age of gun-ownership to 21 will be the magic to do just that. Based on your research, will that change in the law really save lives?
3) California Governor Newsom is pushing for an Amendment to the US Constitution to restrict Gun Rights. Does his proposal make any sense to the stated goal of saving lives?
• Raising the federal minimum age to purchase a firearm from 18 to 21
• Mandating universal background checks
• Instituting a waiting period for all gun purchases
• Barring civilian purchase of “assault weapons”
4) You recently testified at a Texas House Select Committee offering compelling information about how to effectively protect our schools – and that armed staff will save lives because they are the true immediate responders – and the Legislators simply ignored the facts and instead attacked your character. How important is it to speak up as you did even in the face of insult?
