Jacksonville Police Shoot Kidnapping, Armed Robbery Suspect After Being Shot At
A kidnapping and armed-robbery suspect opened fire on Jacksonville police three times before being shot by officers during an attempted arrest late Tuesday afternoon, Chief T.K. Waters said.
The 29-year-old man, identified Wednesday morning as Abel Navarro, was in serious but stable condition at a hospital. Officers were trying to serve a "high-risk" arrest warrant on him about 4:15 p.m. in the 6700 block of North Morgana Road, just east of Rogero Road, when he eventually attempted to escape out a side window, Waters said.
That's when they shot him multiple times. "He had shot three times previously," the chief said. "He did not shoot as he was coming out of the window."
Waters said a criminal apprehension team and officers told the suspect six times to come out of the home, staying safely behind their vehicles. The suspect fired shots at the officers, who told him four more times to come out.
"He was yelling different things at the officers," Waters said. "At some point he said he had a hostage."
The suspect fired more shots before a woman, identified as his girlfriend, came out unharmed, Water said.
Along with the charges on the warrant, Navarro is charged with attempted murder of a police officer and false imprisonment, and was absentee booked into the jail while hospitalized, police said.
The warrant stemmed from an April 18 incident at a home in the Portside Trailer Park on Beach Boulevard, according to a newly released incident report. The victim was visiting friends about 8 p.m. when Navarro showed up and asked him to "step outside and talk." Navarro asked the man to walk to his trailer, then whatever led to the warrant for armed robbery or kidnapping has been blacked out on the report. But the report indicates that a cellphone and backpack were taken.
Navarro has no previous Jacksonville arrests, according to Duval County jail records.
Waters did not name the officers involved, as in past police shootings. It's the first use in Jacksonville of a new interpretation of the state's Marsy’s Law to shield officers after they use force.
The 3-year-old law prevents the disclosure of information or records that could be used to locate or harass the victim or family. But in April, Florida's 1st District Court of Appeal unanimously decided that Marsy's Law can also can shield the identities of police officers who were threatened in use-of-force incidents.
Laurie Holcombe said she was inside her Arlington home when she heard the first shots Tuesday. She also heard shots echo over her cellphone as she talked twith her mother, who was on the front porch of their home just west of Rogero Road.
"I hear gunshots over the phone — three gunshots. Then there was a pause, and I heard five gunshots over the phone," she said. "I yelled for my mother, who I am on the phone with, to grab my daughter and get in the house and lock the doors. She was on the front porch talking to me."
There have been three homicides reported this year within a 2-mile radius of Tuesday's crime scene, according to the Sheriff's Office's crime mapping system.
Jacksonville's 50th homicide of the year was just south of her home on May 4 when a man was gunned down in front of his tire shop on Arlington Road, police said. His son was arrested. And an October shooting at the Arlington Football Association field on Macy Avenue just blocks away from Tuesday's scene left a man dead and a 7-year-old boy wounded in what police called a targeted attack.
There also were 141 aggravated assaults, aggravated batteries and simple battery cases in that 2-mile radius, the mapping system reported.
Monday almost across the street at Rogero and Pine Summit Drive, a man about 30 years old said he was walking in the 2000 block when he was shot by an unknown assailant but was able to drive himself to a hospital.
What was once a quiet section of Arlington is becoming increasingly plagued by crime, Holcombe said.
"It's not quiet anymore," she said as SWAT officers drove away. "... There is activity here all the time and it is unreported. It's not covered [by news media]. There's always something going on. We know something is going on by either gunshots or helicopter coverage."

Three Men In GMC Yukon Lead Arizona DPS In High-Speed Chase Into Phoenix
A pursuit on westbound Interstate 10 ended in Phoenix Monday night. Police in Marana say their officers had pulled the GMC Yukon over for a traffic violation and when their officer approached the SUV it sped away. The Marana police say they didn't pursue it, but several agencies including Pinal County Sheriff deputies and Arizona Department of Public Safety troopers began to follow the vehicle as it sped towards Phoenix at speeds of over 100 miles an hour at times.
Pinal County Sheriff officials say their deputies were able to use stop sticks on the SUV near Florence Boulevard, at milepost 195. The SUV kept going west on Interstate 10 and went onto State Route 143. The driver then got off the freeway at University Drive. That's when sparks started coming from the front tire. The driver kept going, speeding and going the wrong way at times on Phoenix city streets.
They came to a stop in the area of 24th Street and Broadway Road. That's when the three men bailed out of the SUV and ran off. They eventually went in three different directions. The driver ran down an alley and jumped the fence into a homeowner's backyard. He went through the yard and climbed over another fence to get back into the alley, all while Phoenix police used their helicopter to follow him.
The man went through a few more yards and appeared to be running out of energy. He eventually hid at a house but troopers eventually found him and put him in handcuffs. DPS hasn't said what happened to the other two suspects.

Sparks Police Opened Fire On Armed Man Who Was Harassing Passersby
On August 4, 2021, at about 11:52 p.m., a call was received at 9-1-1 Sparks. The caller said an unknown male, later identified as 30-year-old Sparks resident Adam Barton, pulled a gun on him in the 1400 block of Victorian Avenue. The same was confirmed by witnesses who also called 9-1-1.
The sheriff’s office says investigators determined Barton approached a man and his 10-year-old daughter near the outdoor bus plaza and pressed a gun in the man’s side Aug. 4 during Hot August Nights.
At some point, the men separated from one another, and the victims began to walk away, according to Washoe County officers. Barton is seen on video approaching the father and daughter two more times, with the daughter ducking and taking cover behind a metal box at RTC Centennial Plaza.
Responding officers say Barton refused their commands to drop the gun and was moving towards civilians when he was shot.
Barton was booked into the Washoe County Sheriff’s Office on Aug. 13 on one felony count of violating probation. On Aug. 16, detectives booked Barton on charges of battery with a deadly weapon by a prisoner, probationer, or parolee; assault with a deadly weapon; resisting a public officer with use of a firearm; owning or possession of a gun by a prohibited person; and carrying a concealed weapon without a permit.

BODYCAM: Recently Released Footage From The Surfside Building Collapse in Miami
Police body camera footage, newly released from the town of Surfside, showed the tragic scene shortly after the Champlain Towers South crumbled in the early hours of June 24.
The video captures the distressed cries of the condo collapse victims who were still alive, the Orlando Sentinel reported.
Rescuers immediately arrived on the scene where a section of the 12-story beachfront condo building collapsed and pulled survivors from the debris.
In total, 98 people were killed after the building collapsed in Surfside, Florida.
In the police officer's bodycam footage, his flashlight is seen leading the way as the officer tried to figure out what happened and if people were injured.
"Are you guys OK? Is there anybody with injuries?" the officer, identified as Surfside Officer Ariol Lage by the Miami Herald, is heard yelling out at the beginning of the video.
Dust particles are seen in the air as Lage made his way around the condo collapse scene.
As Lage tries to access what happened and looks for ways to get near the screaming voices, red and blue police lights are seen in the distance.
When Lage asked, "Where are you? Are you OK?" a woman is heard in the distance saying: "No."
He then asked: "Anybody down there injured?" — to which the woman said: "Yes. An old lady."
Lage then proceeds to run around the parking garage area of the building in an attempt to reach the injured.
Towards the end of the video clip, loud screams and cries were heard in the distance.
The officer is then heard saying at 1.27am: "Someone is screaming, bro."
More than 45 minutes of footage from three officers shows the aftermath of the collapse, NBC News reported.
According to the news outlet, one clip shows a firefighter urging police to "keep everybody out."
Surfside Mayor Charles Burkett described the footage as "just horrific, but it’s also inspiring," NBC reported.
He explained: "It’s horrific because you can hear people screaming ‘help get me out,’ but it’s inspiring to see our heroes climbing over that pile within minutes of the collapse even with the looming danger of that building falling down on top of them."
Meanwhile, those who were unable to be rescued after the initial collapse were finally accounted for after weeks of incessant search, according to police.
Miami Mayor Daniella Levine Cava confirmed in a press release on July 26, 2021, that all missing victims have been located and all families have been notified.
She also thanked the first responders and rescue crews that worked tirelessly over the past 33 days to help bring closure to all those families.
At the time of the collapse, Surfside Mayor Charles Burkett said the structure "literally pancaked."
Adding: “That is heartbreaking because it doesn’t mean to me that we are going to be as successful as we wanted to be in finding people alive.”
