Israel will begin will tell his sons how the future will look for their descendants. He doesn't have much positive for Reuben, Simeon, Levi, and Issachar. He does tell Judah of the dominance of his tribe.
It takes 640 years, but after that Judah always had a king on the throne culminating in Jesus, the Lion of the tribe of Judah, and He's still on the throne today.
