The federal government and the Biden Administration are looking to register federal property rights and ownership under NACs in order to leverage private capital to fund Climate Change policies. There also allows for NACs to have control of Private property rights and land usage licenses through a collaboration with the Bureau of Land Management. The rule also allows foreign investors and governments to purchase shares and list NACs on the NYSE, giving the foreign entities substantial control over U.S federal and private property use.
