Agencies struggling to find foster care due to pandemic

The latest COVID variant is in retreat and the nation is looking ahead to some normalcy. But the pandemic has jolted a system that was already struggling. Thousands of children entered foster care during the pandemic but many agencies are struggling to find families to care for children and teens.
