On September 15, 1787, Col. George Mason stood and pointed out to his fellow delegates at the Philadelphia Convention that the Constitution they were drafting had a flaw.

What if Congress became distant, even oppressive? Shouldn't there be a way for the people to bypass Congress when it doesn't listen?
His fellow Framers agreed, and they unanimously voted to include the Convention of States process in the Constitution.
