REAGAN FORESEES CONVENTION OF STATES

Congress & the Supreme Court have made 100% of all federal laws since 1978. When will the people State Legislatures get to make federal laws again? Never? President Reagan foresees this problem and urges Congress to act or predicts there will be a states convention.
