Who's fault is it? A state of the Union Address

I do hear people who lean more conservative talk about the principles of personal responsibility. For the christians on both right, left, center, libertarian and whatever other political leaning when will we acknowledge our part individually. When will we accept our part which is the biggest part in the state of our city, town, sate, country, and the world.
