The Manchester Police Department received a complaint against Officer Aaron Brown in January 2018.
The message detailed how Brown intentionally damaged property while executing search warrants.
During an investigation into his actions, they found extremely disturbing racist texts sent from his phone.
Police Chief Carlo Capano is refusing to reinstate Brown despite the urge to do so from the police union.
The Manchester Police Patrolman Association police union demands he be reinstated and given backpay.
Chief Capano is fighting Brown's reinstatement, stating that "bad cops are bad for the force".
