In 2013 and again in 2016, World View accepted investments from Tencent Holdings, the Chinese tech giant closely tied to the Chinese Communist Party and subject to national security laws requiring data cooperation with Beijing. Tencent’s WeChat platform has been cited by U.S. officials as a tool for censorship and surveillance.

World View has since pivoted toward Department of Defense contracts, providing long duration balloon platforms for ISR missions. Kelly divested his ownership stake and resigned from the board in early 2020 upon entering the Senate race, placing his holdings in a blind trust.
