For anyone concerned about "blue light", 1080p DVDs carry the same risk as streaming. I highly doubt that you'd be able to use an HD DVD player on an off-line PC or laptop. Apart from GNU (e.g. Gimp & VLC), most installation executables are stub files that demand internet access. Unless you're a pro, don't attempt copying and pasting registry information, especially not from the latest generation of an OS to an older one. Mentally Bill's staff is now clamping down on the ability to move files via thumb drive. I recommend not connecting an Ex HD to Win11, as that may result in trojans that can disable machines that are persistently off-line. Smart meters and / or nanobots will ultimately recognize and disable your old PCs and laptops, so it's when, not if.
