H.R. 5371, the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026, was passed by the House on November 12, 2025, in a 222-209 vote to end the 43 day government shutdown that began on October 1, 2025.

The core of the bill is a short term continuing resolution funding most federal agencies through January 30, 2026, while providing full year appropriations through September 30, 2026.

The public will only really learn of H.R. 5371 guarantees back pay with interest for furloughed federal workers, bans federal layoffs through January 2026, and provides $29 billion in disaster relief, $5.7 billion for border security, a two year debt limit suspension through January 2027, and extensions for CHIP and community health centers.

Section 781, backed by Senate Majority Leader Mitch McConnell, long funded by the liquor industry, redefines hemp to cap THC at 0.3% dry weight and 0.4 mg per container, effectively banning hemp products like delta-8 and THCA, threatening 95% of the $30 billion market, 300,000 jobs, and $1.5 billion in state revenue. And as Americans suffered as "leverage", the hog trough was filled. The bill also includes $10 billion for shipbuilding, $2.5 billion for missile defense. You see, $12.5 billion in defense pushed through pre allocated funds to specific shipyards in powerful lawmakers’ districts, bypassing competitive bidding, waiving "Buy American" rules for favored contractors. Pork barrel politics benefiting politicians and donors, not taxpayers. Most controversially, a rider in Section 957 appropriates $18 million for a special counsel fund allowing GOP senators and representatives targeted in the “Arctic Frost” investigation, the politically motivated surveillance by the Biden-era FBI and Special Counsel Jack Smith, to sue the Department of Justice using taxpayer dollars, essentially retaliatory legal warfare funded by the public. A lightning fast payday, while platforms like Infowars are hung out to dry.
