Political manipulation of poverty: The resulting urban poverty is often used for political gain by exploiting the desperation and disenfranchisement of low-income communities.
Stigmatizing welfare: Punitive welfare policies are used to stigmatize the poor, erode trust in institutions, and push voters toward populist or anti-welfare political parties.
Fueling divisions: The concentration of poverty and racial tensions created by decades of racist policies were exploited to create and maintain political power.

Central to Marxist theory: The idea of using the poor as a destabilizing force is fundamentally rooted in the Marxist theory of class conflict. Karl Marx argued that society is divided into a ruling class (the bourgeoisie) and a working class (the proletariat). He predicted that the inherent exploitation of workers by the bourgeoisie would inevitably lead to revolutionary class struggle.
Poverty and inequality as drivers: In this view, economic inequality is a key driver of political action. The poor and working class, experiencing alienation and exploitation under capitalism, are considered the primary agents for revolutionary change.
The Cloward-Piven strategy
Overloading the welfare system: This controversial strategy was proposed by American sociologists Richard Cloward and Frances Fox Piven in 1966. Their idea was to force a political crisis by having welfare rights activists mobilize the poor to apply for all the benefits to which they were entitled.
Forcing guaranteed income: The goal was to overload the welfare system, leading to a breakdown that would force a federal guaranteed annual income and a new system to address poverty. While it increased welfare enrollment, it ultimately fell short of its ultimate goal.
