"Do not cut the sides of your beard." Why is this a rule? Leviticus 19:27 SHORT

Leviticus 19.27 says, "Do not cut the hair at the sides of your head or clip off the edges of your beard." What is the context of this passage as it relates to the "holiness code" of Leviticus? What is the context for Israel as they are in the Sinai peninsula, after coming out of Egypt and before going into Canaan? Are we supposed to follow this practice today? Some jewish groups today follow this teaching and have peyot (or payot) פֵּאוֹת - which translates "corners" or "edges" - which are long curls from the hair on the sides of their head. Does Leviticus 19.27 call us to do that today?
